PART 1: INTRODUCTION
The Pierce County Library System ("Library") is a junior taxing district under the laws of the State of
Washington established in 1946 as a rural library district under chapter 27.12 RCW. The Library provides
library services for the residents of unincorporated Pierce County, 15 annexed cities and towns (Bonney
Lake, Buckley, DuPont, Eatonville, Edgewood, Fife, Gig Harbor, Lakewood, Milton, Orting, South Prairie,
Steilacoom, Sumner, University Place, and Wilkeson). The total estimated population served is 680,000.
More information about the Library may be found online at www.mypcls.org.
Thank you for your interest in proposing on the PARKLAND LIBRARY STORM REPLACEMENT PROJECT. The
purpose of this RFB is for removal of existing stormwater system and replacement with a new system,
including bioretention facility, storm drainage inlet, conveyance piping, and pump station, located at
13718 Pacific Ave. S, Tacoma, Washington, 98444. Development will require the replacement and
reconfiguration of the parcel's western parking lot, including associated asphalt paving, concrete curbing,
concrete sidewalks, ADA stalls, and landscaping. Construction shall be governed by all conditions as
indicated in the construction drawings and specifications listed above and per attached, including all labor,
materials, equipment, and services required to complete the project. The Work shall be constructed in
accordance with applicable federal, state, and local codes and regulations.
Goals
The proposed project intends to amend the existing drainage system by conveying runoff from the project
area to a new bioretention system which will infiltrate into the native subgrade and groundwater table.
In order to maintain a minimum 5' separation between the bottom of the proposed bioretention system
and the seasonally high groundwater table, the project will require a new pump station to convey runoff
from the stormwater collection infrastructure to an upwell structure in the new bioretention system. The
updates to the stormwater system will include a new storm drainage inlet, new PVC conveyance piping, a
new stormwater pump station, in addition to the bioretention system.
Estimated base bid range: $750,000 to $830,000.
The Work shall be constructed in accordance with the Contract Documents and all applicable federal,
state, and local codes and regulations.
The Library encourages qualified proposals from minority- and women-owned businesses. Resources to
