JFS - OWD - FY26 - IT Workforce Solutions State Support: Requirements Gathering and Solicitation Development

This Request for Quotes (RFQ) is issued by the Ohio Department of Job and Family Services (ODJFS), Office of Contracts and Acquisitions (OCA), on behalf of the Office of Workforce Development (OWD). The purpose of this RFQ is to solicit quotes from qualified vendors to assist ODJFS with requirements gathering and solicitation development to assist ODJFS in delivering comprehensive Information Technology (IT) Workforce Solutions for the State of Ohio. The goal is to support and improve the quality of workforce and employment services provided to businesses, individuals, and the broader workforce community across the state.

The State seeks an experienced IT consultant to assist the Ohio Department of Job and Family Services (ODJFS) as it transforms its IT Workforce Solutions. This Project will overhaul the State’s existing workforce solutions (i.e., OhioMeansJobs and ARIES ). If a suitable single Offeror response is accepted to perform the Work, ODJFS may enter a contract (the “Contract”) to have the selected Offeror (the “Contractor”) perform all or part of the Work for the IT Workforce Solutions State Support.

OWD is committed to delivering workforce services assisting eligible Ohioan’s find a job, learn career skills, meet requirements of their government benefits, and transformation of the labor exchange and the case management system for workforce programs delivered by ODJFS. These IT Workforce Solutions will replace the current labor exchange solution, which is Ohio’s free, online platform connecting job seekers with employers, called OhioMeansJobs (OMJ), and case management solution, called Advancement through Resources, Information and Employment Services (ARIES). The IT Workforce Solutions initiative is prominently recognized, essential, and notably intricate in its scope. It will necessitate collaboration among cross-functional teams to help align acquisition, legal, technical, and functional business needs, employing best practice methodologies. To support ODJFS in the successful implementation of the IT Workforce Solutions Project, the Agency will administer other procurements related to the project to onboard additional vendors to assist with project delivery.

ODJFS will review the Quotes and award to the lowest responsive and responsible supplier fully meets the requirements of the RFQ and offers the lowest quote. The process for selection will be as follows:

* Review Quotes for completeness.
* Confirm the RFQ requirements are met.
* Determine the lowest Total Price.
* Confirm supplier is in good standing with the State of Ohio.
