Request for Expressions of Interest for Demolition, Design, Build, Operation and Maintenance of a New Mass-Burn Waste to Energy Facility

Project Description: The Solid Waste Authority of Palm Beach County (Authority) is requesting Letters of Interest (LOI) from respondent firms (Respondents) that can demonstrate their qualifications and capabilities for the demolition of the existing Palm Beach Renewable Energy Facility No. 1 (PBREF 1), as well as for the design, procurement, construction, start-up and testing, and long-term operation and maintenance services for a new mass-burn waste-to-energy (WTE) facility. It is the intent of the Authority to contract with a single prime contracting entity that is capable of performing all necessary services for this Demolition, Design, Build, Operate and Maintain (DDBOM) Project. The Authority is seeking a full EPC-type structure for this integrated project delivery. Experience in large-scale projects with mass-burn WTE facilities, large power generating facilities, and/or other large heavy industrial facilities will be essential to the qualifications for the DDBOM teams.
