Herndon Borough will use CDBG funds to mitigate stormwater issues and restore Pottsville Street, which is in poor condition due to erosion, worn pavement, and failing drainage.
Scope of Improvements:
Install 2 new box inlets connected by 18" plastic corrugated pipe
Install 4" rolled curbs on both sides to channel stormwater away from sidewalks and basements
Mill and repave roadway with new base and wearing course, sloped for proper drainage
Extend useful life of roadway by at least 7 years
The selected Engineer will provide design, permitting, specifications, bidding assistance, construction administration, and project close-out. Federal Wage Rates apply.
Project Design RequirementsComplete design drawings/specifications per professional standards
Investigate existing systems and provide modification recommendations
Plans must allow deletion or addition of segments if costs vary
Include anticipated permits with fees (paid by Engineer)
Surveys and environmental/historic/archaeological reviews are excluded
Attend required meetings:
Kick-off + 2 development sessions
Final design/approval to advertise
Pre-bid (optional)
Bid opening (Engineer prepares bid tabulation)
Award recommendation
Preconstruction conference
4 preconstruction-related sessions
Provide project design schedule with milestones
Provide preliminary and final opinions of probable construction costs
Engineer will:
Prepare all bid documents, bond forms, compliance forms, and agreements
Distribute up to 10 bid packages
Publish advertisements (ad costs reimbursed by Borough)
Manage contract award process: notices, agreements, start, substantial completion, final inspection, close-out
Minimum 2 site visits + final inspection
Monitor progress and quality; disapprove non-conforming work
Review/approve contractor submittals and payment requests
Serve as Borough’s site representative
Provide “As Built” drawings (1 print + 1 electronic copy)
Professional Services Agreement with Borough
Lump sum fee (includes all reimbursables)
Monthly billing based on percentage complete
Payments contingent on DCED reimbursement
MBE: 5%
WBE: 3%
Section 3 (24 CFR Part 75): Applies to federal projects > $200,000
25% of labor hours = Section 3 workers
5% of labor hours = Targeted Section 3 workers
Section 3 does not apply to professional services, but firms are encouraged to support compliance
Quotations will be scored based on:
Responsiveness to RFQ
Relevant experience and past performance
Quality of previous work
Resources and record of timely delivery
Cost
Commitment to MBE/WBE participation
Completed Standard Engineering Estimate Form
At least 2 references (similar projects, within last 3 years)
MBE/WBE certification (if applicable)
Solicitation and Commitment Statement
Proof of Professional Liability Insurance coverage
Herndon Borough reserves the right to reject any or all quotations, waive irregularities, or negotiate terms.
