Notice is hereby given that sealed proposals will be received by the City of Martinsburg at 232 N. Queen St., Martinsburg, West Virginia on Tuesday, January 7, 2025, at 2:00 p.m. prevailing time, and at such time and place will be opened and read in public, for PUBLIC WORKS BUILDING ASBESTOS, SAMPLING, TESTING AND RELATED SERVICES. Specifications and bidding documents are available at the City Manager’s Office, City Hall, 232 N. Queen St., Martinsburg, West Virginia, 25401 and may be examined and/or obtained during regular business hours. Contact number is 304-264-2131. Documents are also available online at www.cityofmartinsburg.org. Work proposed includes services as required to evaluate City of Martinsburg’s Public Works Building at 800 Boston Street for asbestos testing, sampling and related services. All complete bid submissions shall be enclosed in a sealed envelope addressed as follows: “Bid Proposal for Public Works Building Asbestos Sampling, Testing and Related Services.” Said sealed envelopes shall bear the name and address of the bidder on the outside face of the envelope. The City of Martinsburg reserves the right to reject any or all bids and/or waive any informality as may be deemed to be held in the best interest of the City of Martinsburg. Bids must include a lump sum unit price. The City of Martinsburg reserves the right to award contract only if it is decided by the City Council to be in the best interests of the City.
Proposals shall not be withdrawn and shall remain in effect for a period of sixty (60) days subsequent to the opening of the bids, except that the bids of any consenting bidder may, at the request of the City, be held for consideration for a longer period as may be agreed. The City of Martinsburg shall award the contract or reject all bids within sixty (60) days, unless there has been an agreed extension as set forth in the above paragraph.
