Overview
Summary

The City of Sierra Vista Employee Benefits Trust (“City”) is seeking competitive proposals from qualified and interested firms to provide Brokerage/Consulting Services for employee insurance and benefits programs. The selected firm will work with the City’s Human Resources staff to ensure the insurance coverage and carriers recommended are the most comprehensive and competitively priced to meet the City’s short-term and long-term benefits strategies.

The Broker/Consultant selected will offer consulting services on a fee for services basis. The City’s benefits plan year runs from July 1 to June 30 with a budget for the year by the third week of April, and open enrollment meetings to be completed no later than June 1 annually.

Current employee insurance benefits programs for which services may be expected include:

Background

The City of Sierra Vista, Arizona is located in Cochise County, approximately 1½ hours south of Tucson. Current population is 45,308.

The City employs approximately 390 full-time, 131 part-time employees and 70 retirees covered under the City’s benefit plans. The City offers its full-time employees medical, dental, vision, short-term disability and long-term disability (STD/LTD), life insurance coverage, and other voluntary supplemental coverage. The City pays 100% of the employee’s premiums and a portion of the employee dependent premiums (See the attached “2025-26 Benefits Guide” for complete details).

The City established a self-funded insurance program for health benefits and created an Employee Health Benefits Trust (the City of Sierra Vista Employee Benefits Trust) for the purpose of management and administration of the Health Benefits Program with annual funding allocated by City Council.

The City currently utilizes Ameriben/IEC Group for claims administration for health and COBRA. The City offers an EPO and a High Deductible Health Plan that utilizes the Blue Cross/Blue Shield network in the US. Life insurance is provided by Guardian and includes City-paid coverage and voluntary employee paid options for additional coverage. Short- Term Disability Insurance is City-paid and provided by Guardian, as well as Long-Term Disability Insurance for non-ASRS employees. Section 125 Flexible Spending Account third party claims administration is provided by HealthEquity. Dental and Vision coverage and claims administration is provided by Delta Dental.
