Summary

The City of Santa Cruz is pleased to announce a request for proposals to provide engineering design services for the South of Laurel Area Plan Lines Project (Project). Proposed professional services include geometric design services consisting of a multi-modal plan line with cross-sections and a technical memo with recommendations. The selected firm will be responsible for developing plan lines, recommendations, and a summary report that ultimately will guide the design for street improvement projects in the South of Laurel area of Downtown Santa Cruz. The new plan lines shall meet the intent of the City of Santa Cruz Downtown Plan Appendix 8: South of Laurel Area while updating the conceptual plan to be a multimodal design with detailed geometric and right-of-way requirements. All existing and relocated utilities must be included in the plan lines. In addition to the South of Laurel Area Plan Lines, this RFP includes two additional optional tasks for a grading and drainage plan in the South of Laurel Area and plan lines on Soquel Drive between Morrissey Boulevard and eastern City limits.

The estimated budget for this work is $180,000. There is no federal funding included in the project budget.



Background

Professional design services requested through this RFP include geometric design services consisting of a multi-modal plan line with cross-sections for the South of Laurel area of Downtown Santa Cruz, including Laurel Street, Front Street, Pacific Avenue, Center Street, Spruce Street, and a relocated Laurel Street Extension. Refer to Attachment B for referenced materials. Two optional tasks are also included:

  1. Conceptual grading plan to raise public right-of-way in the South of Laurel area to a base flood elevation of 13.80’ with accompanying modifications to surface and subsurface stormwater infrastructure concept and Class V cost estimate
  2. Plan lines for Soquel Drive between Morrissey Ave and eastern City limits

The City of Santa Cruz is soliciting proposals from qualified firms, “CONSULTANT”, to provide the following services, as necessary, but not limited to:

  • Street design (geometrics including cross sections)
  • Three-dimensional geometrics to connect existing streets to the Santa Cruz Riverwalk via the proposed Spruce Street Plaza.
  • Project Management
  • Record Research
  • Topographic/Boundary Survey

This project will focus primarily on plan line and geometric design to create multimodal designs for the South of Laurel Area to enable safe, convenient and comfortable travel and access for all users as development use intensifies. Designs should also address grading needed to connect existing and proposed streets to the Santa Cruz Riverwalk.

The City of Santa Cruz will provide direction on plan lines for the area bounded by Laurel Street, Front Street, the San Lorenzo River, and Spruce Street. Future changes to the existing City pump station are anticipated at this location that shall be reflected in this plan line effort.
