Project Description: South Hills Area Council of Governments HEREBY GIVES NOTICE that bid specifications and tabulation sheets related to the 2026 Spring Commodities Bid may be obtained through the PennBid electronic bidding platform (pennbid.net) beginning March 19, 2026. Bids for the 2026 Spring Commodities will be received by the SHACOG Purchasing Alliance until 10:00 AM on Thursday, April 9, 2026 via the PennBid electronic bidding platform (pennbid.net) for the following commodities:
• Road Aggregates
• Liquid Asphalt
• Bituminous Surfacing Materials
• Line Painting and Reflective Glass Beads
• Guide Rails and Posts
• Traffic Signs and Sign Posts
• Thermoplastic Pavement Markings
• Frames, Rings, and Grates – Cast Iron and Steel
• Precast Concrete Inlets and Risers
• Manhole Inserts
• Plastic Pipe
• Swimming Pool Chemicals
• Wastewater Treatment Chemicals
• Fertilizers
• Weed Killer
• Ballfield Mixture
• Top Soil
• Hardwood Bark Mulch
• Wood Carpet
• Mushroom Compost
• Portable Toilet Rental Service
Directions for vendors on how to register for the PennBid platform is available by visiting https://pennbid.net/vendor-bidder-information/. Questions regarding the listed commodities shall be submitted via the “Ask a Question” feature within PennBid.
Bidders are invited to submit proposals on any or all commodities. Unless stated otherwise, EACH BID must be accompanied by a BID BOND in the amount of ONE THOUSAND ($1,000.00) DOLLARS and made payable to “SHACOG Purchasing Alliance and Its Participating Municipalities.”
The governing bodies of the member municipalities reserve the right to reject any or all bids or to waive any minor discrepancies in the bid or specifications when deemed to be in the best interest of the municipality.
