Notice is hereby given that the Borough of Freeland 526 Fern St Freeland, PA 18224, will be receiving bids online via the PennBid Program, www.PennBid.net,
for the,2026 Freeland Borough Alley Paving Project . Specifications, bid documents, contract documents, and information for bidders can be obtained via the PennBid Program on or after March 20, 2026 4 pm.
A non-mandatory pre-bid meeting will be held March 26, 2026 at 9AM starting at Chestnut and North St.
Inquiries regarding this contract must be uploaded to PennBid prior to April 3, 2026 at 9 am.
Bids must be submitted online via PennBid prior to April 17, 2026, at 10 AM at which time the bids will be publically open and read.
The project generally consists of milling, grading/leveling and paving alleys. The bids must be completed on the PennBid site and include a 5% Bid Bond made payable to Borough of Freeland including Surety’s Consent by a firm licensed to conduct business in Pennsylvania. Performance, Payment, and Maintenance Bonds are required and the successful bidder is required to submit E-Verify form with the contract along with other forms as listed in Instructions to Bidders. The Pennsylvania Prevailing Wage Act shall apply and all bids shall include estimates for hourly rate of pay for labor and all other documentation required for compliance with the Act.
The Work shall be substantially completed within 30 days from Notice to Proceed and project closeout must occur within 45 days of Notice to Proceed.
No Bid may be withdrawn for a period of 60 calendar days following Bid opening. Each bid shall be accompanied by a certified or cashier’s check or Bid bond in the amount of 5% of the total bid price, payable to Freeland Borough, as a guarantee that the Bidder, if its Bid is accepted, shall promptly obtain the required Bonds and Insurance and shall prepare the required submittal documents and execute the Agreement.
Freeland Borough reserves the right after opening Bids to reject any or all Bids, or to waive any informality or to award any portion of the project.
