INVITATION FOR BIDS
2026 Curtis Parkway and Dews Pond Road Phases I & II
CITY OF CALHOUN, GEORGIA

This is an invitation to submit a bid to the City of Calhoun for the 2026 Curtis Parkway and Dews Pond Road
Phases I & II Project (including Curtis Parkway and Dews Pond Road Roundabout and Extension of the
Queuing Lane on Curtis Parkway) as indicated herein. Sealed bids will be received at the office of the City
Administrator (in the City of Calhoun City Hall Building at the above address) up to August 24t, 2026 at 12:00PM.
After bids are received, they will be opened and publicly read at August 24th, 2026 at 12:00 PM. Bids will be
reviewed from August 24th, 2026 through September 5th, 2026, with the contract award to follow on September
14th, 2026. Upon award of the contract, the contractor shall coordinate and conduct a preconstruction conference
with representatives of the City of Calhoun and the Engineer of Record prior to the commencement of work.
Construction includes installation of a roundabout at the intersection of Curtis Parkway and Dews Pond Road and
extension of the queuing lane on Curtis Parkway. All work shall conform to the Georgia Department of
Transportation's (GDOT) Standard Specifications Construction of Transportation Systems, Current Edition;
GDOT's Supplemental Specifications Construction of Transportation Systems, Current Edition; and all applicable
GDOT Standards and Details; and other contract requirements, specifications and general conditions.
Bid Documents may be obtained at the City Office at the City Hall Location by appointment. Proposers are
encouraged to request Bid Documents via email. All proposers requesting plans and bid documents will be
emailed bid documents and/or granted access to the Engineer's FTP site containing digital copies of plans,
specifications, and addenda. No documents will be mailed. Request for Bid Documents and any questions
regarding the project or to schedule an appointment to pick-up plans at the City's office should be emailed
simultaneously to haven.thomas@exp.com, trish.rainey@exp.com, joel.hussey@exp.com, and
pworley@calnet-ga.net. Questions must be received no later than 12:00 PM August 17th, 2026. Responses will
be posted to the FTP site as an Addendum. Additional addendums may be issued during the proposal period. All
proposers are responsible for checking the Engineer's FTP site for addendums.
Instructions for preparation and submission of a bid-proposal are contained in this packet. Bids must be typed or
printed in ink. Bids submitted as a result of this invitation must include the "Bid Sheet" and bids on both options to
be considered along with all required documents and be returned in a sealed envelope or container marked,
"SEALED BID for 2026 CURTIS PARKWAY AND DEWS POND ROAD PHASES I & II" on the outside. Bids may
not be considered unless so received.
Any questions and /or misunderstandings that may arise from this invitation shall be submitted in writing at least 10
days prior to the bid opening. The City will not respond to any questions received within 72 hours prior to the bid
opening. Answers to questions submitted that materially change the conditions and specifications of this invitation
for bid will be promulgated to all addressees as an addendum. Any discussions or documents will be considered
non-binding unless incorporated and promulgated in an addendum.

INSTRUCTION TO BIDDERS
1. Intent: It is intended that the Instructions to Bidders, General
Conditions, and Detailed Specifications shall define and describe the
complete work to which they relate.
2. Work to Be Done: The Project Areas are:
* Extended Queuing Lane on Curtis Parkway
(Extension of existing queuing lane including grading, base installation, full depth asphalt
paving, mill and inlay asphalt paving and tie-in to existing roadway)
* Curtis Parkway at Dews Pond Road Roundabout
(Construction and completion of a single-lane roundabout including grading, excavation,
clearing and grubbing, installation of storm drainage systems, concrete curb and gutter, truck
apron construction, asphalt base and surface courses, milling, and pavement markings. Work
also includes roundabout center landscaping and concrete items associated with island and
apron construction.)
* Project-Wide Improvements
(Traffic control including portable changeable message signs; erosion and sediment control
measures such as silt fence, check dams, inlet protection, erosion control matting, and
construction exits; water quality inspections and monitoring; installation of storm drainage
systems including pipes of various diameters, catch basins, drop inlets, and manholes;
concrete construction including curb and gutter, header curb, and flatwork; asphalt paving
including base, intermediate, surface, and leveling courses; pavement milling and tack coat
application; thermoplastic striping and pavement markings including crosswalks, arrows,
words, and raised pavement markers; installation of highway signage, posts, and right-of-way
markers; fencing installation; turf establishment including sod, permanent grassing, fertilizer,
and lime; placement of riprap and filter fabric; utility adjustment coordination; and all materials,
labor, and incidental work necessary for a complete and operational project.)
The work to be performed under this contract consists of construction of a roundabout at the
intersection of Curtis Parkway and Dews Pond Road and extension of the queuing lane on Curtis
Parkway, including associated roadway improvements. Work includes utility adjustment coordination,
grading, clearing and grubbing, installation of storm drainage systems, concrete curb and gutter,
asphalt base and surface courses, and pavement markings. The project also includes general
requirements such as traffic control, erosion and sediment control, construction exits, water quality
monitoring, and site restoration. Additional work includes installation of signage, fencing, right-of-way
markers, and roundabout landscaping, as well as turf establishment through sodding, seeding, and
mulching. Construction will require full-depth roadway sections, concrete flatwork, including curb,
gutter, and truck apron construction, along with asphalt paving as shown in the plans, and installation
of drainage structures including pipes, catch basins, drop inlets, and manholes. All work and

materials shall be completed in accordance with the Technical Specifications and the construction
drawings.
3. Site Examination: The Bidder is advised to examine the location of the work and to
inform themself fully as to its conditions; the conformation of the ground; the character, quality
and quantity of the products needed preliminary to and during the prosecution of the work; the
general and local conditions and all other matters which can in any way affect the work to be
done under the Contract. Failure to examine the site will not relieve the successful bidder of
their obligation to furnish all products and labor necessary to carry out the provisions of this
contract.
The Bidder shall notify the Owner of the date and time he/she proposes to examine the location
of the work. The Bidder shall confine their examination to the specific areas designated for the
proposed construction, including easements and public rights of way. The Bidder is solely
responsible for any damage caused by his/her examination of the site.
4. Bid and Contract Security: Each Proposal must be accompanied by a bid bond for an
amount equal to at least five percent (5%) of the bid amount. If for any reason whatsoever the
Bidder withdraws from the competition after opening the bids, or if he/she refuses to execute
the Contract, the Owner will proceed on the Bid Bond. The Surety of the Bid Bond, Performance
Bond, and Payment Bond shall be a surety company authorized to do business in the State of
Georgia, shall be listed in the Department of the Treasury Circular 570, and shall have an
underwriting limitation in excess of 100% of the bid amount. The Bonds and Surety shall be
subject to approval by the Attorney for the Owner. Attorneys-in-fact who sign bid bonds or
contract bonds must file with each bond a certified and effectively dated copy of their power of
attorney.
5. Determination of Successful Bidder: The Contract will be awarded to the lowest
responsive, responsible bidder, if awarded.
(a) Responsibility: The determination of the bidder's responsibility will be made by the
Owner based on whether the bidder:
1. Maintains a permanent place of business,
2. Has the appropriate technical experience,
3. Has adequate plant and equipment to do the work properly and expeditiously
4. Has suitable financial means to meet obligations incidental to the work.
The Bidder shall provide to the Owner all such information and data for this purpose as the
Owner may request. The Owner reserves the right to reject any bid if the evidence submitted
by, or investigation of, the bidder fails to satisfy the Owner that he/she is properly qualified to
carry out the obligation of the Contract.
(b) Responsiveness: The determination of responsiveness will be made by the Owner
based on a consideration of whether the Bidder has submitted complete Proposal forms without
irregularities, excisions, special conditions, or alternative bids for any item unless specifically
requested in the Proposal forms.

6. Contract Time: Contract time shall consist of Thirty (30) consecutive calendar months
for the completion of work, to be computed from the date of the Notice to Proceed. Liquidated
damages shall be assessed at an estimated $1000 per day.
7. Submission of Bids: Bids shall be submitted at the time and place indicated in the
Invitation. The City of Calhoun will not accept late bids. On the outside of the envelope
containing the bid shall be noted the following:

8. Georgia Open Records Act: Bidders are reminded that documents and information in
the possession of The City of Calhoun will be treated as confidential/proprietary information only
to the extent permitted by the Georgia Open Records Act and will be exempt from disclosure to
a third party only to the extent permitted by the Georgia Open Records Act. Any trade secrets
in your bid must be placed in a separate envelope, clearly identified and marked as such.
Marked at a minimum by a cover letter explaining exactly where such information is, and
otherwise marked, highlighted, etc. so as to be plainly visible.
9. Proposal Forms: Bids shall be submitted on the Proposal Forms included. Bids shall be
based upon unit prices for estimated quantities except where bid items require lump sum
proposals as indicated by the Proposal Forms. Where errors or omissions result in
discrepancies in bid totals, prices per unit as submitted will be binding.
Final payment will be based upon actual in-place measured quantities, except where lump sums
are requested for bid items.
10. Gratuities: The City of Calhoun acknowledges that, particularly during the holiday
season, it may be customary to provide gifts to employees or departments. However, the City
of Calhoun Personnel Policy prevents the acceptance of such gifts. Your cooperation in
respecting the policy is appreciated.

01 - Definitions
Where used in the project manual, the following words and terms shall have the meanings indicated. The
meanings shall be applicable to the singular, plural, masculine and feminine of the words and terms.
Acceptance. Formal action of the Owner in determining that the Contractor's work has been completed
in accordance with the contract and in notifying the Contractor in writing of the acceptability of the work.
Act of God. A cataclysmic phenomenon of nature, such as a hurricane, earthquake, or abnormal flood.
Rain, wind, high water, or other natural phenomenon which might reasonably have been anticipated from
historical records of the general locality of the work shall not be construed as acts of God.
Addenda. Supplemental written specifications or drawings issued prior to execution of the contract which
modify or interpret the project manual by addition, deletion, clarification, or corrections.
Bid. Offer of a bidder submitted on the prescribed form setting forth the price or prices of the work to be
performed.
Bidder. Individual, partnership, corporation, or a combination thereof, including joint ventures, offering a
bid to perform the work.
Contract. The writings and drawings embody the legally binding obligations between the Owner and the
Contractor for completion of the work; Contract Documents attached to the Contract and made a part
thereof as provided herein.
Contract Documents. The Contract, Addenda (which pertain to the Contract Documents), Contractor's
Bid (including documentation accompanying the Bid and any post Bid documentation submitted prior to
the Notice of Award), the Notice to Proceed, the Bonds, these General Conditions, the Special
Conditions, the
Specifications and Drawings, together with all Written Amendments, Change Orders, Work Change
directives, Field Orders, and Drawing submittals. THE CITY OF CALHOUN WILL NOT ENTERTAIN OR
ACCEPT ANY CHANGES TO THE CONTRACT FORMAT PROVIDED.
Contract Drawings. The drawings which show the scope, extent, and character of the work to be
furnished and performed by the Contractor and which have been prepared and reviewed by the Engineer
and are referred to in the Contract Documents.
Contract Price. Amount payable to the Contractor under the terms and conditions of the contract. Based
on the price given on the bidding schedule, with adjustments made in accordance with the contract. The
base amount given in the bidding schedule shall be either a lump sum bid or the summation of the unit
price bids multiplied by the estimated quantities set forth in the bid form.
Contract Time. Number of calendar days stated in the contract for the completion of the work or portions
thereof.
Contractor. The individual, partnership, corporation, or combination thereof, including joint ventures that
enter into the contract with the Owner for the performance of the work. The term covers subcontractors,
equipment and material suppliers, and their employees.
Contractor's Plant and Equipment. Equipment, material, supplies, and all other items, except labor,
brought onto the site by the Contractor to carry out the work, but not to be incorporated in the work.
Contract Technical Representative. The day-to-day City Representative designated by the Owner.
