Description

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.



Solicitation number 36C26225Q1470 is issued as a request for quote (RFQ) for scope system for endoscopic procedures.



This acquisition is set-aside for Small Business concerns. This solicitation incorporates provisions and clauses and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Salient Characteristics




  • Must provide waterproofing borescope to be used at the sink.

  • Must provide 1mm High Resolution Borescope.

  • Must have a standalone touch monitor with a minimum of 13-inchs and provide 8.4-inch image of lumen being Inspected.

  • Must have holsters to hold each Borescope in place on the monitor.

  • Must be able to connect to the Pure Processing Ergonomic workstations with the Pure Processing Monitor mount.

  • The monitors must be waterproof, as defined by the International Electro Technical Commission is IP65 and Borescopes are IP6.

  • Must record, take pictures, and save to USB drive for documentation.

  • Must have Automatic white balance - always in focus.

  • Must have ergonomic one-plug borescope connector for easier handling.

  • Must have annotation capabilities.

  • Must have brightness adjustment for optimal imaging.



The period of performance for this requirement is 90 days ARO. The Contractor shall furnish all supplies at The Greater Los Angeles VA Health Care System located at 11301 Wilshire Blvd, Los Angeles CA, 90073. Shipping included in cost. FOB is destination.



NOTE: Potential offers must be aware that the items being acquired are procured as Brand Name or Equal. For those items that are “or equal”. The FAR Clause 52.211-6 Brand Name or Equal applies to this acquisition. Any items quoted as equal not conforming to the requirements of clause 52.211-6 will be considered non-responsive and not considered for award.



The North American Industrial Classification System (NAICS) code for this requirement is 334516, Size Standard 1,000 Employees. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract. The Government intends to award a firm fixed price contract. Due to time constraints, responses to the solicitation shall be due on Thursday, September 17, 2026, at 12:00 PM PT Local Time. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. 52.212-2 Evaluation -- Commercial Items (Oct 2014)



(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:



Lowest priced quotation that meets all the requirements of this solicitation that is both responsive and responsible.



Acceptability of equipment shall be established by review of each submitted quotation by the designated evaluator(s).



(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified with a minimum of at least sixty days, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Gray Market Items



(a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable.



(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.



(c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical Facility upon discovery of such items.
