The Douglasville - Douglas County Water and Sewer Authority (the "Authority") is
soliciting competitive sealed bids from qualified contractors for the performance of the
Union Grove Road Stormwater Improvement Project (the "Project"), as more fully
described in the Invitation for Bids. The scope of work includes the provision by the bidder
or contractor of all labor, materials, equipment, tools, transportation, and supplies
necessary to complete the work. The Project will be "turnkey" and require minimal
involvement of Authority personnel.
The Project consists of furnishing all labor, materials, equipment, and incidentals
necessary to complete the Union Grove Road Stormwater Improvement Project,
including, but not limited to, the removal and disposal of approximately 46 linear feet (LF)
of 36-inch corrugated metal pipe (CMP), 33 LF of 30-inch reinforced concrete pipe (RCP),
an existing concrete headwall, roadway pavement, a portion of an existing driveway,
trees, and approximately 59 LF of existing water main for relocation and replacement.
The work also includes the installation of approximately 57 LF of 8-foot by 3-foot and 40
LF of 12-foot by 3-foot reinforced concrete box culverts, concrete headwalls and aprons,
roadway reconstruction, relocation and replacement of the water main with 8-inch ductile
iron pipe (DIP) installed within 16-inch steel casing, traffic control, erosion and
sedimentation control, dewatering as required, testing, restoration, final stabilization, and
all other appurtenant work necessary to complete the Project in accordance with the
Contract Documents. The Project is located in Douglas County, Georgia. Construction
plans for the Union Grove Road Stormwater Improvement Project were prepared by
RINDT, Meg Mbugua, P.E., dated February 17, 2026. Special conditions and appendices
contain more detailed information about the project scope.
All work will be performed within Authority easements and/or inside public right-of-way.
All anticipated rights-of-way and easements required for the Project have been obtained.
All anticipated federal, state, and local permits required for the Project have been
obtained.

Parties interested in this Invitation for Bids must obtain a copy of the full bid package or
their bids will be considered nonresponsive. Bid packages must be obtained for the
nominal cost of $125.00 by contacting Rindt by telephone at (770) 427-8123 or in person
at RINDT's Marietta office located at 334 Cherokee St NE, Marietta, GA 30060, or by
email at engineering@rindt.com.
Bids will be received by the Authority at its Administrative Offices located at 8763 Hospital
Drive, Douglasville, Georgia 30134 until the date and time listed below. Bids shall be
sealed and mailed or delivered to the Authority so that they are received no later than the
date and time listed below. Bids received after this time will not be accepted.
Bids shall be received by 2:00 p.m., local time, on Wednesday, August 19, 2026.
A non-mandatory pre-bid conference will be held at the Authority's Administrative Offices
located at 8763 Hospital Drive, Douglasville, Georgia 30134 on the date and time listed
below.
Pre-Bid Conference shall be at 10:00 a.m., local time, on Wednesday, August 5,
2026.
All prospective bidders must hold a current Georgia Utility Contractors License and be
on, or promptly qualify for inclusion on, the Authority's Approved Contractor List, without
restriction or probationary status.
All bids must be accompanied by adequate bid security (certified check, bid bond, or
irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent
(5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in
the event that the bid be accepted and the bidder fail to promptly enter into the proposed
contract for performance of the Project with the Authority.
Award may be made to the lowest responsible and responsive bidder; however, the
Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted
by a nonresponsible bidder. The Authority further reserves the right to waive
technicalities and informalities in the Invitation for Bids and bids submitted.
