PSP BESO SERT LOCK BOX PACKAGES
I-1. Statement of the Project.
The Pennsylvania State Police (PSP), Bureau of Emergency and Special Operations
(BESO) is issuing this Invitation for Bid (IFB) to procure OPS Public Safety Lock Boxes
for 2026 Dodge Durango units. The specifications and quantities are set forth in these
specifications for all related products and services. This is a no substitute solicitation.

I-3. Manufacturer Authorization
If the Offeror submitting a response to this IFB and is not the original manufacturer of the
equipment being provided, the Offeror must submit a Manufacturers Authorization Letter
which clearly states the Offeror is authorized to provide the OEM's equipment and
services required by this IFB. The Manufacturers Authorization Letter must reference
IFB 6100066034 - PSP SERT Lock Box Packages. As part of this letter the
manufacturer must also acknowledge their responsibility for any warranty issues for the
Systems.
I-4. Estimated Quantities.
It shall be understood and agreed that any quantities listed in the Contract are estimated
only and may be increased or decreased in accordance with the actual requirements of the
Commonwealth and that the Commonwealth in accepting any bid or portion thereof,
contracts only and agrees to purchase only the materials and services in such quantities as
represents the actual requirements of the Commonwealth. The Commonwealth reserves
the right to purchase materials and services covered under the Contract through a separate
competitive procurement procedure, whenever the Commonwealth deems it to be in its
best interest.
I-5. Delivery/Service Location.
The lock boxes and accessories must be delivered assembled and duty ready. The order
must be delivered within 30 days of receipt of the purchase order. The awarded vendor
shall contact Sgt. Michael D. Lang at 717-319-9544 no less than 7 business days prior to
the delivery to coordinate the delivery of the items.
