Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, USM determines that the commodity in the
proposed sole source request can be provided by another person or entity, then USM will withdraw the
sole source request publication from the procurement portal website and submit the procurement of
the commodity to an advertised competitive bid or selection process.
If USM determines after review that there is only one (1) source for the required commodity, then USM
will appeal to the Public Procurement Review Board. USM will have the burden of proving that the
commodity is only provided by one (1) source.

The University of Southern Mississippi anticipates purchasing the item(s) listed below as a sole
source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.
1. Description of the commodity that USM is seeking to procure:
Okeanus Model DT3125-200-028072-EHLW Electro-Hydraulic Winch (Quote #261038_B,
dated 06/16/2026, revised configuration). This includes: Standard Model DT3125-200-028072-
EHLW Winch with Soft Starter, Heat Exchanger, and 50 Meter Tethered Remote Control;
UNOLS Compliant Maximum Capability Document for UNOLS Appendix A & B; and a custom
slip ring configuration and modified levelwind assy. Base price for this configuration (excluding
custom slip ring adjustment): $324,465 (Ex Works Houston, TX). Full original quote and
specification sheet attached.
2. What efforts were made by the Agency to determine that the proposed provider is the
only entity that can provide the commodity needed?
Market research was conducted on major oceanographic winch manufacturers. Only Okeanus
Science & Technology offers the exact Model DT3125-200-028072-EHLW with the required
drum capacity (6,600 m of 0.680" OD cable), hydro-active level wind system (standard
configuration), integrated power and control features, and full UNOLS Appendix A & B
compliance documentation. No other vendor provides this precise combination of specifications
required for USM’s mROV operations.
3. What efforts were made to ensure the best possible price for the commodity was
obtained?
A formal quote was obtained directly from the manufacturer, Okeanus Science & Technology.
Pricing for comparable high-capacity electro-hydraulic winches from other suppliers was
reviewed; however, no other manufacturer could meet the exact technical specifications and
UNOLS compliance requirements. The quoted base configuration (with levelwind upgrade)
represents the best available price for a fully compliant system.

4. Why is the commodity the only one that can meet the needs to the Agency?
The Okeanus DT3125-200-028072-EHLW is the only winch that meets all of USM’s technical
requirements for the mROV program, including:
5. 20,000 lb maximum line pull and 150 ft/min line speed
6. Specific drum dimensions (28" core, 72" width, 56" flange) and 6,600 m capacity for
0.680" cable
7. Standard hydro-active level wind system
8. UNOLS Appendix A & B compliance documentation
9. Slip ring configuration (power and data transmission)
10. Soft starter, heat exchanger, and tethered remote control Other available winches lack this
exact combination of drum capacity, performance specifications, and UNOLS
compliance necessary for safe, standards-compliant ROV operations on UNOLS vessels.
11. Why is the amount expended for the commodity reasonable?
The base price of $324,465 (plus the cost of the add ons listed on the price sheet) is reasonable
because it covers a fully engineered, high-specification capital equipment item built to ABS and
UNOLS standards with multiple specialized features (soft starter, heat exchanger, custom slip
ring, and UNOLS documentation). The quote includes a 14–16 week lead time and a 1-year
warranty. This is a one-time purchase essential for the mROV Operating Budget and represents
the lowest cost to obtain a compliant system meeting all project specifications.
