Barlow Mountain Pool Surface Recoat

Project Scope of Services
Project Overview:
The Ridgefield Department of Parks and Recreation is seeking qualified contractors to perform a
surface recoating of an indoor swimming pool. The pool surface, approximately 6,222 sq. ft.,
currently features an INTER-GLASS® reinforced polymeric interior finish. This system includes resins
and fabrics hand-applied to bond with the original pool shell, forming an integral part of the
structure. The upcoming work is intended to recoat the existing INTER-GLASS® surface and restore
its protective and aesthetic properties.
SECTION No. 1 - Base Bid Scope of Work Includes:
1. Surface Preparation:
o Sanding: Mechanically sand the existing INTER-GLASS® surface to ensure proper
adhesion of the new coating.
o Cleaning: Remove dust, debris, oils, and contaminants from all pool surfaces.
o Power-Washing: Thoroughly power-wash all pool surfaces to remove loose material and
open surface pores.
o Acid Wash: Apply a muriatic acid solution as needed to etch and clean the surface,
enhancing adhesion.
o Rinse & Dry: Neutralize and rinse surfaces completely. Ensure the pool is fully dry before
coating.
2. Recoating Application:
o Apply two (2) coats of NPG-ISO Polyester Gelcoat (Flammable Red Label), in white.
o Each coat must be applied uniformly and in accordance with manufacturer
specifications.
o Ensure proper curing time between coats.
3. Equipment Room Repairs
o Removal of filter, repair of concrete base for grates, replacement of grates to fiberglass,
repair of concrete pit walls in and adjacent equipment room walls, cleaning of room,
reset filters and filter media (new media provided by the Town), Waterproofing of the
pit, painting of the equipment room.
4. Additional Requirements:
o All work to be completed in accordance with manufacturer guidelines for INTER-GLASS®
surfaces and gelcoat systems.
o Contractor shall provide all labor, materials, tools, and safety equipment necessary to
complete the project.
o Work area must be cleaned and restored to original condition upon project completion.
o Contractor must comply with all applicable OSHA and environmental regulations during
surface preparation and coating application.
SECTION No. 2 - Add Alternates
Alternate No. 1 – 15 HP Circulation Pump Upgrade
Provide all labor, materials, equipment, supervision, permits, and incidentals necessary to remove the
existing 7 HP circulation pump and furnish and install a new Normblock, (Model 100/250) Multi Series
15 HP high-efficiency circulation pump suitable for operation of the existing commercial swimming
pool. There is no approved equivalent pump.
The work shall include, but not be limited to:
• Furnish and install one (1) new 15 HP circulation pump.
• Furnish and install a new pump base/foundation as required.
• Provide all piping, valves, fittings, unions, supports, anchors, and mechanical connections
required for a complete installation.
• Modify and reconnect BF Drive piping as necessary to accommodate the new pump.
• Reconnect all electrical service, controls, and associated wiring required for proper operation.
• Perform pump alignment, startup, testing, and commissioning.
• Coordinate system startup with the Owner.
Contractor Responsibilities
The Contractor shall:
• Verify that all existing electrical service, breakers, wiring, filtration equipment, piping, valves,
and associated infrastructure are adequately sized for the proposed 15 HP pump.
• Coordinate with the Connecticut Department of Public Health (DPH) to confirm that the
proposed pump upgrade complies with all applicable public swimming pool regulations.
• Notify the Owner of any deficiencies requiring correction prior to installation.
Alternate No. 2 – Remote Pool Chemistry Monitoring & Notification System
Provide and install a complete remote monitoring and notification system for the pool chemical
controller.
The system shall continuously monitor critical operating conditions and automatically notify designated
Town personnel of alarm conditions.
The system shall provide remote notification for, at a minimum:
• High chlorine level
• Low chlorine level
• High pH
• Low pH
• Chemical feeder failure
• Controller malfunction
• Loss of communication
• Power failure (where supported)
• Other programmable alarm conditions available from the manufacturer
System Requirements
The Contractor shall provide:
• All sensors
• Communication hardware
• Software licensing (minimum one-year subscription)
• Cellular, Ethernet, or Wi-Fi communications as required
• Programming
• Startup
• Testing
• Training of Town personnel
Notifications shall be capable of being delivered by text message, email, or mobile application.
Alternate No. 3
Expedited Pool Fill (2-Day Maximum)
Upon completion of the restoration work, provide all labor, equipment, supervision, and coordination
necessary to completely fill the swimming pool within two (2) consecutive calendar days.
The Contractor shall:
• Coordinate the water supply with the Town and the appropriate utility provider.
• Monitor the filling operation continuously.
• Protect the pool shell and newly applied finishes during filling.
• Prevent overflow or damage during the filling process.
Coordinate completion of the fill to allow timely startup, balancing, and commissioning of the pool.
Project Timeline:
All work must be completed between August 8 and August 19, 2026. Contractor must ensure sufficient
staffing and scheduling to complete the project within this timeframe. No extensions will be granted
unless approved in writing due to documented unforeseen conditions.
Contractor Qualifications:
• Demonstrated experience recoating INTER-GLASS® or similar polymeric pool surfaces.
• References from at least three (3) comparable commercial pool projects completed within the
last five years.
• Appropriate insurance and licensing required to operate in the State of Connecticut.
Warranty Requirements:
The contractor shall provide a minimum 5-year warranty on materials and workmanship, covering:
• Peeling, blistering, bubbling, cracking, or delamination of the gelcoat surface.
• Premature failure of bonding due to improper surface preparation or application.
Exclusions:
• Improper pool chemistry maintenance or water balance.
• Physical damage caused by misuse, vandalism, or mechanical equipment.
• Structural shifts or hydrostatic pressure not related to the recoating process.
• Neglect or improper care post-application.
A written warranty certificate must be submitted upon project completion.
