REQUEST FOR QUOTATION

Township of Grosse Ile, Michigan

DEPARTMENT OF PUBLIC SERVICES

The Township of Grosse Ile, MI, through its Board of Trustees (“Board”) is requesting proposals for Sludge Bio-Solids Disposals for the Township of Grosse Ile MI. The work on this contract ensures that services of centrifuging, dewatering, transportation, and disposal of municipal and residential solid waste.

LET IT BE KNOWN

The Township of Grosse Ile is an island located in Southeastern Michigan with two points of vehicle access. There is one toll and one free bridge that each have weight limits. Consideration for weight restrictions should be made when issuing proposal.

PROPOSAL MINIMUMS

1. The Contractor shall provide notice of ability to perform: biological sludge dewatering and disposal with all significant assumptions on which pricing is based. These may include:

• Equipment price per calendar day

• Operation per assumed 12 hour work day

• Mobilization Cost

• Demobilization Cost

• Chemicals

• Polymer & Freight Charges

• Sealed sludge box: Cost, Box Liner, Delivery, Disposal Cost.

2. The proposal shall detail the schedule for performance of services:

Project duration, Understanding that charges begin upon arrival at facility and end upon departure, Minimum operating schedule # of days / week – 12/day (expected operating schedule ), Haul charge, Disposal Charge (Per Ton), Trip charge. Ability to provide the twice within a twelve-month period. The first being between March 1, 2026 -April 30,

2026 and the second between September 1, 2026 and October 31, 2026.

3. Separate totals for the March 1, 2026 service and the September 1, 2026 service shall be listed as well as an anticipated grand total cost of a contract to perform the task of Sludge Bio-Disposals for the Township of Grosse Ile for the 12 month period.

4. A list of personal assigned to the project, including all qualifications;

5. Proposal must include full company name, tax identification number, main office address, telephone number, and be signed by corporate officer.

6. Provide proof of competency with specific examples of similar or like projects.

7. Identification of firms that the respondent intends to subcontract or otherwise use to perform wok on this project.

8. Guarantee a service of commitment to the Township of Grosse Ile for the specified project.

9. General Liability and products/completed operation aggregate of $2,000,000 and excess or umbrella Liability insurance of not less than $2,000,000 along with workers compensation insurance. Proof of spill and pollution coverage. Proof of all coverages must be provided with proposal.

SITE VISIT- MANDATORY

The Site location is, Grosse Ile Waste Water Treatment, 24975 W River Rd, Grosse Ile Township, MI 48138. Full copies of the Request for Proposal and bid sheets are available at the office of the Grosse Ile Township Clerk:: 9601 Groh Road, Grosse Ile, MI 48138.

A site visit must be conducted to ensure submitter is able to navigate, station, and conduct all operations of the project. A site visit must be accomplished by the bid deadline. Visits can be scheduled with the plant operator (Ryan Walsh at ryan.walsh@veolia.com) or 734-675-2190. Staff availability is Monday-Friday 9:00 a.m.- 3:00 P.M. EST

EVALUATION OF SUBMITTALS

The evaluation of the proposals and of the respondents presenting them will be carried out by the DPS Director. The Board will make its decision on the information gathered during the procurement process and based upon the recommendations of the DPS Director.

The Board regards the submission of the proposal as the most important factor in the selection of a respondent to provide the services described herein. The Township reserves the right to reject any and all proposals, to waive any informalities and to award a contract to the proposer whom the Board deems serves the best interest of the Township of Grosse Ile.

The Board shall not be responsible for any costs incurred by the responding to this request for proposal. Further, the Township of Grosse Ile shall not be responsible for any costs incurred by participating in an oral presentation or costs associated with negotiation.

PROJECT SAFTEY

The contractor must comply with OSHA, MIOSHA, and industry standards for operation in all elements of work performance. The Township of Grosse Ile and Veolia shall NOT be responsible for enforcement of these regulations.

SPECIFICATIONS

The Township shall appoint a project Manager and Contractor shall appoint a project supervisor, each shall have day-to-day responsibility and authority for overseeing and coordinating the activates contemplated herein, including scheduling and presiding over meetings, design/review, approval systems, providing needed information and coordinating staff.
The Township has an estimated 450,000 gallons of waste water treatment sludge material to process at approximately 6-9% solids. Contractor will use pump to circulate the underground tank and fill the 400 barrel mix tank with the sludge feed material. Contractors dewatering system will pull feed from the mix tank. Process polymer will be injected inline to the feed before entering the centrifuge (or belt press) to facilitate solids and water separation. Water from the centrifuge system will be pumped bank into the system at the south end manway. Solids from the centrifuge system will pass paint-filter liquids tests. The solids will convey into roll off box. A swing conveyor on the centrifuge skid will be used to evenly fill the roll-box container. The underground tanks will be emptied with the pump. The contractor will not enter the tanks. If prospective contractors which to differ from the proposed process, contractor shall provide a revised process description/plan in their proposal.

• Houses and fitting between necessary equipment and customer up to 175’

• 200 BBL Mix Tank to condition the feed material

• Containment for equipment

• Air compressor

• Hydraulic Submersible Pump

• Roll off Boxes

• Box Liners

• Forklift

• Transportation

• Disposal

If prospective contractors which to differ from the proposed equipment list, contractor shall provide a revised list with their submittal for review.

TOWNSHIP OF GROSSE ILE SCOPE OF SUPPLY

• Utilities

• Safe and stable work area

• Provide contractor with a safe work environment for Services performed on any premise owned or controlled by Grosse Ile Township.

ALTERNATE MEANS/METHODS

Grosse Ile Township will consider alternative methods of dewatering/disposal of biosolids. If prospective contractors wish to present alternative means/methods, they are encouraged to submit alternatives with their proposal (with representative pricing).
