This proposed contract action is published to notify potential sources that the USDA National Laboratory for Agriculture and the Environment 1015 N University Blvd Ames,IA 50011 is intending to award a sole source, Firm Fixed Price contract to Campbell
Scientific, for the procurement of Eddy Covariance Systems equipment that is used to collect measurements of weather, crop, and soil conditions needed to develop decision support tools and management practices that reduce water and nutrient inputs while maintaining crop productivity and quality.

This procurement is being conducted under the authority of FAR 13.106-l(b)(i). For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the
circumstances of the contract action deem only one source reasonably available.
The Campbell Scientific IRGASON is the only fully integrated open-path gas analyzer and 3D sonic system that collects synchronous measurements of absolute carbon dioxide and water vapor concentration, air temperature, barometric pressure, and
three-dimensional wind velocity with a user programmable output of 5, 10, 12.5 and 20 Hz. By reducing flow distortion and sampling error, the support structure of the combined gas analyzer and 3D sonic anemometer improves the accuracy of the measurements while eliminating the need for post-processing corrections to measurement asynchrony and senor separation. This combined gas analyzer and 3D sonic anemometer also has significantly lower power requirements compared to individual sensors, a requirement for deployment at remote sites where power is provided via batteries and solar panels.
The research team has extensive experience programming, deploying, and collecting data with Campbell Scientific instrumentations and software. The continued use of Campbell Scientific equipment facilitates the deployment and maintenance of
equipment, data collection and processing, and when necessary, troubleshooting and field repairs. It also ensures the accuracy, consistency, and integrity of the data.).
