Summary
BACKGROUND AND PURPOSE
The purpose of this RFP is to solicit proposals for comprehensive optometry services for the Ohio Department of Rehabilitation and Correction and the Ohio Department Youth Services. OHIO DEPA R TMENT OF R EH A BILITATION AND CO R R E C TION ( DRC) DRC is responsible for the supervisory and protective care, custody, and control of all incarcerated individuals. In carrying out this statutory responsibility, DRC provides availability of and access to comprehensive healthcare services. Healthcare services include medical, mental health, dental and pharmacy services provided to incarcerated individuals upon admission into the correctional system and throughout their incarceration whether delivered directly by DRC or through contracted private entities. Most DRC correctional institutions have a full-service infirmary and/or clinic that includes physician services, nursing services, medical record clerks, x-ray technicians, phlebotomists, medical secretaries, pharmacy services, optometry services and dental services. The medical service areas in most correctional institutions have digital x-ray capabilities, on-site phlebotomy, electrocardiogram (EKG) services and a multitude of basic medical equipment. Prescriptions are filled in in a timely manner and laboratory services are available. Incarcerated individuals require primary care treatment of acute illness and management of chronic, communicable or infectious diseases. Specialty medical services may be requested through the Institution Chief Medical Officer for specialty clinics held at Franklin Medical Center in Columbus. Board certified specialty physicians from the Ohio State University Medical Center provide specialty physician services. DRC uses local emergency hospitals to treat and/or stabilize emergency conditions. Should an incarcerated person require a further extensive diagnostic evaluation, surgery, or extended hospital stay, he/she is stabilized at the local hospital and transferred to the Franklin Medical Center (FMC) or the Ohio State University Medical Center when able to safely travel. DRC’s Vision is: To reduce crime in Ohio. DRC’s Mission is: To reduce recidivism among those we touch. In alignment with DRC’s Vision and Mission, the Ohio licensed optometrist(s) is to provide on-site comprehensive optometry services to the incarcerated population of the designated institution(s) / facilities. The Contractor must ensure that such care is appropriate and medically necessary. At least one R.N. staffs every shift at the DRC’s correctional institutions and facilities. For non-emergency medical care, incarcerated individuals use a sign-up system to request treatment, and the nursing staff will triage incarcerated individual(s) as the first line of care. The nursing staff will refer incarcerated individual(s) who require further evaluation or treatment to physicians or physician extenders for the next level of service. There are two skilled nursing facilities, Frazier Health Center located in Orient, Ohio and the Franklin Medical Center located in Franklin County. Both facilities provide more intensive health care treatment. Some incarcerated individuals with serious illnesses or disabilities may be permanently assigned to one of these facilities during their incarceration. These medical facilities offer a cost-effective approach for long-term health needs of incarcerated individual(s). OHIO DEPARTMENT OF YOUTH SERVICES (DYS) DYS is the juvenile justice agency for the state of Ohio and is statutorily mandated to confine felony offenders, ages 10 to 21, who have been adjudicated and committed by one of Ohio’s 88 county juvenile courts. During their stay at one of three DYS facilities, youth are engaged in programming that is designed to address their criminogenic and behavioral needs. Each of DYS’s facilities also operates a year-round school that offers general curriculum as well as vocational opportunities. DYS is also committed to helping juvenile felony offenders leave the juvenile justice system possessing new competencies and skills that will better enable them to become capable of productive participation in their communities, and to become more prepared to meet the requirements of responsible citizenship. DYS is equally committed to the provision of services that help to ensure public safety. Youth on DYS’s parole supervision are expected to comply with rules that include those related to remaining in designated placement, attending designated programs, keeping appointments with Juvenile Parole Officers (JPOs) and other DYS staff and obeying laws. JPOs, other DYS staff, local law enforcement, schools, etc. monitor the parole youth performance to determine compliance. When youth on parole are not in compliance, JPOs administer sanctions to convey the message that compliance is expected. The services at each juvenile facility include primary care, dental, nursing, optometry, and psychiatric services. Acute medical and psychiatric hospitalization services are referred to local hospitals. DYS’s Bureau of Medical Care and Dietary Services also must maintain compliance with Ohio Revised Code Chapters 2151-2152, Occupational Safety and Health Administration (OSHA) requirements, the American Disabilities Act (ADA), and American Correctional Association (ACA) mandated requirements for treatment.
SCOPE OF WORK OVERVIEW

DRC and DYS (Agencies) are seeking a Contractor to provide comprehensive optometry services to their correctional institutions and facilities. The Contractor will oversee all aspects of incarcerated individuals and youths direct clinical optometric care which ensures that such care is appropriate and medically necessary. Optometry services must be provided by an optometrist(s) that is licensed to practice in the state of Ohio and within the scope of practice as allowed by federal, state, and local laws. OBJECTIVES
