consultant to perform a staffing analysis as described in the attached request. Qualified organizations
(Respondents) are required to submit four (4) physical copies and one (1) digital copy on USB drive of
the proposal as described herein.

Section 1.0 - Introduction
The Francis Howell School District is the top-rated school district in St. Charles County and 13th in the
state, as ranked by Niche.com. Encompassing more than 150 square miles in the southeast corner of St.
Charles County, the District empowers students to be lifelong learners prepared for the future. Currently
the District serves over 17,000 students and employs over 2,200 people, over 23 campuses. Additional

Section 2.0 – Project Overview
The Francis Howell School District ("District" or "FHSD") is soliciting proposals from qualified firms to
conduct a comprehensive staffing analysis and workforce planning study. The selected consultant shall
provide an independent review of staffing levels, organizational structure, scheduling practices, workload
distribution, and personnel utilization throughout the District. Changes in enrollment patterns, evolving
student needs, operational requirements, and staffing practices have created the need for a comprehensive
review of District staffing. FHSD seeks an experienced consulting firm with demonstrated expertise in
K-12 educational staffing analysis, operational efficiency studies, and workforce planning.
The purpose of this project is to evaluate staffing levels and workforce utilization across all District
departments and positions and provide objective recommendations regarding:

●​ Organizational efficiency
●​ Workforce utilization
●​ Student-to-staff ratios
●​ Scheduling effectiveness
●​ Position alignment
●​ Resource allocation
●​ Long-term workforce planning
The District seeks recommendations that support consistency across buildings, departments, and programs
while ensuring resources are appropriately aligned to student and operational needs.
Section 3.0 – Scope of Services
The selected consultant shall provide a comprehensive staffing analysis that includes, but is not limited to,
the following services.

2.​ Proposers shall provide hourly rates and pricing for additional consulting services beyond the
scope identified herein.
3.​ The District reserves the right to negotiate and authorize additional services as necessary.
3.9 Operational Requirements
1.​ The consultant agrees to:
●​ Maintain strict confidentiality of all district data
●​ Comply with FERPA (Family Educational Rights and Privacy Act) where applicable
●​ Not use or disclose data for any purpose other than this engagement
●​ Return or destroy all confidential information upon completion of the project
