Septic & Lift Station Pumping and Cleaning at Indiana Dunes National Park, Porter, Indiana

The purpose of this amendment is to provide the date and time for a requested site visit and questions and answers asked thus far.

1. Pricing basis. Attachment 3 requests one "EA" unit price per CLIN for routine, incident, and emergency pumping, while Attachment 2 lists tanks from 1,000 to 4,000 gallons. Will the Government evaluate price using the estimated quantities in Attachment 2? May quoters price by tank-size tier or per gallon, or is a single blended per-event price expected regardless of tank size?

Answer: Quotes should show prices per gallon since the various tanks have different capacities. Incident and emergency prices should equal your per gallon price for those services plus whatever urgent service fees may be associated with each. You may use your own quote spreadsheet if that makes it easier.

2. Lift stations. The CLIN titles read "Septic & Lift Station Pumping," but the Statement of Work (Items 2 and 3) describes septic tank pumping and pipe cleaning. How many lift stations are included, and at what expected frequency?

Answer: There are sixteen lift stations. One should be pumped once a year, and the rest only require service ¿as needed¿.

3. Heavy cleaning. Please define "Heavy Cleaning" (CLINs 0007-0009) as distinct from routine pipe cleaning and confirm the unit basis for those CLINs (per event, per hour, or other).

Answer: Routine cleaning being material removable by standard hydraulic jetting, while heavy cleaning would require multiple passes, mechanical cutting/descaling, specialized tooling, or debris removal beyond normal jetting.

4. State permits. SOW Item 2 states the contractor shall maintain all required state waste management and septic certifications, and the Technical Questionnaire contemplates subcontractors. Please confirm that the IDEM septage hauler registration and related permits may be held by the subcontractor that performs the pumping, with the prime responsible for compliance.

Answer: That arrangement is acceptable.

5. Site visit. Attachment 1 (SOW) urges a site visit. Is one scheduled, or may quoters arrange one through the COR?

Answer: Site Visit is scheduled for 9/15/2026 at 11:00 AM CDT.

6. Initial pumping. Attachment 2 shows all listed sites pumped "upon award." Over what period does the Government expect that initial pumping to be completed?

Answer: Within one month after receiving the BPA award.

7. For CLIN 0001, does one "EA" represent pumping of one individual septic or lift-station location, regardless of tank size, or may multiple scheduled locations be completed and billed as one service call?

Answer: See question and answer #1.

8. The Scope of Work lists an estimated annual quantity of 20 routine pumpings, while Attachment 2 (Proposed Septic Pumping Schedule) appears to show 29 locations upon award and a materially higher total number of scheduled pumping events. Which quantity and schedule should offerors use as the basis for pricing and anticipated ordering?

Answer: There are 25 tanks at 21 sites.
Campground Douglas, Mather, and RV dump station are baffled and connected. So instead of two 2,000 gallon tanks, they are each one 4,000 gallon tank.
The 20 Dorm septic tank has been bypassed; there is a lift station there that pumps directly to city sewer.

9. Please provide, if available, the estimated volumes for Mt. Baldy Secondary and Preschool (Wahl Farm), as well as estimated lift-station volumes referenced in Attachment 2 (Proposed Septic Pumping Schedule).

Answer: Mt. Baldy Secondary estimate is 1,500 gallons. Preschool (Wahl Farm) estimate is 1,000 gallons. Typical lift station volume is 500-750 gallons.

10. For pipe-cleaning and heavy-cleaning CLINs, please clarify the expected scope and unit of measure, including whether pricing is per location or per service call and any anticipated line lengths or equipment requirements.

Answer: Like septic pumping, pricing should be determined by a base (callout) rate plus length of pipe to be cleaned.

11. Is there an incumbent contractor and, if so, may the Government provide prior-year call/order quantities by service category?

Answer: There is no incumbent contractor. In a typical year, the Government has scheduled roughly 20 routine, two urgent, and four emergency pumps.
