Summary

The Ohio Department of Developmental Disabilities (DODD) is issuing this Request for Proposal (RFP) to solicit responses from InterRAI-licensed software supplier to deliver software for implementation and usage of the interRAI Child and Youth Mental Health and Developmental Disabilities (ChYMH-DD) and Intellectual Disability (ID) assessment tools.

These tools will allow Ohio assessors to complete the specified InterRAI assessments and provide data and reporting for use in person-centered planning, budget creation, and rate setting. The primary goal is to implement the interRAI ChYMH-DD and ID tools, enabling DODD to authorize evidence-based, person-centered care informed by reliable, comprehensive assessments designed to support comprehensive evaluation, care planning, and service delivery for children, youth, and adults with developmental disabilities. Additionally, the project will leverage assessment data to develop acuity-based service bands and rates aligned with individual needs.

Entities considering submitting proposals in response to this sourcing project are advised to review and assess the minimum qualifications required as listed under Part 2 Minimum Qualifications of Contractor section of the Implementation of interRAI Assessment RFP, when considering if they possess the qualifications required for this project.

Proposals including required attachments must be submitted in OhioBuy in response to the solicitation and the item grid must be completed by no later than the date indicated for this sourcing project in OhioBuys.

Part Three: General Instructions of the Implementation of interRAI Assessment RFP document details the requirements for the technical and cost proposals.
One contract is expected to be awarded to the highest scored proposal based on the evaluation criteria and process as outlined in Part Four: Evaluation of Proposals of the Implementation of interRAI Assessment RFP document. Following the initial evaluation and scoring, all offerors will be considered for preferences in accordance with Ohio Administrative Code 123:5-1-06.  Preferences will only be applied when there is at least one offeror that does not qualify for that particular preference.  For purposes of qualifying for a particular preference, if an offeror fails to complete the Certification Statement Form for each preference and submits with their proposal, that offeror will be deemed as not qualifying for that preference.

Part One: Structure of the RFP describes all attachments included with the RFP and whether they are mandatory or optional for completion and submission as part of the offeror’s proposal.
