Provide professional engineering and design services related to the preliminary engineering, environmental documents, protected tree report, right of way, utilities, Plans, Specifications, and Estimate (PS&E), and design services during construction for the Traffic Signal at Avenida De Los Arboles and Avenida De Las Plantas Project (CI 5597).

Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.

The City operates an ongoing program to identify traffic signal installation prioritization for intersections that warrant a traffic signal, and the intersection at Avenida De Los Arboles and Avenida De Las Plantas has been identified as the City’s number one priority for signal installation in both 2022 and 2025.

The intersection of Avenida De Los Arboles and Avenida De Las Plantas (Attachment A - Vicinity and Location Map) is currently a 3-way stop-controlled Tee-intersection which results in delays for motorists entering Avenida De Los Arboles from driveways and side streets during heavier traffic periods. Vehicles leaving the intersection every two to three seconds after coming to a stop make it challenging to find an appropriate gap in traffic from side streets and residents entering/exiting driveways along Avenida De Los Arboles.

The objective of this project is to signalize and enhance the intersection to increase the mobility for all modes of transportation. Due to the limited Right of Way, the City is envisioning the use of curb extension (Attachment B - Concept Plan) for the signal installations and accessible path of travel. This will also involve the need to modify the road striping, traffic signage and lane modification to provide continuous lane configurations and connect the Class II bike lanes.

The signal poles with luminaire shall be designed per CA MUTCD standards, and shall include video detection and battery backup.
