Notice of Mitigated Determination of Non-Significance (MDNS) City of Spokane Valley

Proposal Description: Construct a new indoor sports facility and associated site improvements; including grading, paving, and frontage improvements. Additional commercial and retail buildings will likely be constructed in the future. The total floor area of the proposed sports facility is approximately 81,000 square feet, which includes an approximately 75,000 square foot footprint and an approximately 6,000 square foot mezzanine. Improvements include construction of a two to three lane access road with sidewalk from the existing signalized access at Sullivan Road (PID 45114.9015) through the parcel to 2100 North Sullivan Road (PID 45114.9009). In addition, secondary access, approximately 300 feet north of the primary access on parcel 45114.9015 will be improved. The existing sidewalk along both parcels on the west side of North Sullivan Road will be widened to ten feet. Up to 450 additional parking spaces are proposed and Sullivan Park parking will be reconfigured. Grading activities are expected to include approximately 62,500 cubic yards of onsite grading. In addition, approximately 15,000 cubic yards of fill will be imported.

Review: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. Pursuant to WAC 197-11-350, the proposal has been conditioned to include necessary mitigation measures to avoid, minimize, or compensate for probable significant impacts. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). The necessary mitigation measures are listed below. This decision was made after review of a completed environmental checklist and related information on file with the lead agency. This information is available to the public on request.
Determination: This MDNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date issued. Written comments may be submitted beginning March 23, 2026 and must be received by 5:00 pm on April 06, 2026.

Mitigation Measures:
Appeal: An appeal of this determination shall be submitted to the City of Spokane Valley Economic Development Department within 14 calendar days after the date issued. Appeals must be received by 5:00 p.m. on April 06, 2026. The appeal must be written and specific factual objections made to the City’s threshold determination. Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal. Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
