Description: The City of McAllen is soliciting Statement of Qualifications from consultants to provide Aviation Marketing & Creative Consulting Services for the McAllen International Airport (MFE). Requested services include: Brand Strategy Creative & Campaign Planning; Media Buy Management, Production, Social Media & Digital Management, Graphic Design and Special Event Support.

Deadline : Electronic Statement of Qualifications (SOQ) addressed to Mr. Isaac J. Tawil, City Manager, will be received until Wednesday, August 19 ^th , 2026 at 3:00 p.m. Central Daylight Time (CDT). Statements of Qualifications are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time. Original, hard copy and/or late submittals shall not be accepted.

Potential Respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the applicable project number.

The City of McAllen reserves the right to refuse and reject any or all responses and to waive any or all formalities or technicalities, and to accept the proposal considered the best and most advantageous to the City, and to hold the responses for a period of one-hundred twenty ( 120 ) days without taking action.

The City of McAllen, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award.
