Description

Description/Synopsis:

The General Services Administration (GSA), Public Buildings Service (PBS), Office of Facilities Management (OFM) is seeking quotations from qualified contractors to establish a multiple-award Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA) for Smart Sensor Installation and Support Services across GSA-managed facilities. This procurement is conducted under full and open competition in accordance with FAR 13.303, which governs the establishment of BPAs outside the Federal Supply Schedule, and FAR 6.102(d)(3), which outlines competitive procedures for open-market acquisitions.



The Smart Sensor BPA will support GSA’s mission to enhance facility operations by implementing advanced smart sensor technology. These sensors will collect real-time occupancy and environmental data to improve operational efficiency, support public health initiatives, and optimize space utilization within over 180 million square feet of federal building space.



The BPA will provide a streamlined approach to acquiring smart sensor solutions, including occupancy, air quality, water, energy, and other environmental monitoring technologies, as detailed in the Statement of Work (SOW).



Scope of Work:

The BPA covers the following key services and deliverables:




  • Installation, maintenance, and integration of smart sensors with GSA’s existing Building Monitoring & Control Systems (BMC/BAS).

  • Operations & Maintenance (O&M), engineering support, and training.

  • Compliance with GSA IT security policies and federal privacy regulations.

  • Scalability to accommodate future expansion and third-party integrations.

  • Adherence to industry standards, including RESET™ Air Accredited Monitor Standards for high-performance indoor air quality.

  • Compliance with Section 889 of the National Defense Authorization Act (NDAA), prohibiting certain telecommunications equipment.

Contract Type and Duration:




  • Contract Type: The Government intends to award a Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA).

  • Period of Performance: Five (5) years, including one base year and four option years.

  • Estimated Ceiling Value: $41.9 million (no guaranteed minimum).



Place of Performance:

Performance will take place at various GSA-owned and managed federal facilities across GSA’s 11 regional offices, with specific locations outlined in individual BPA Calls.



Evaluation Criteria and Award Process:

The BPA will be awarded based on the best value to the Government, considering price and other factors. The evaluation process includes:




  1. Evaluation Factors:

    • Technical Approach (Most Significant)

    • Past Performance

    • Corporate Experience

    • Price



  2. Best Value Assessment:

    • The Government will conduct a subjective best value analysis, selecting the quotation that offers the most advantageous solution in terms of technical capability and price.



  3. Award Decision:

    • Award will be made to the contractor providing the best value to the Government, with technical factors carrying greater weight than price.





Quote Submission Requirements:

Interested contractors shall submit quotations via email no later than 12:00 PM Eastern Time (ET) on February 14, 2025, to:

Electronic Submission Requirement:

Submission via email is the only acceptable electronic submission method. No other forms of electronic submission will be accepted.



Required Information for Quote Submission:

Contractors must include the following information with their quote:




  • Vendor Name

  • Cage Code

  • Unique Entity Identifier (UEI)

  • Tax Identification Number (TIN)

  • Prompt Payment Terms

  • Delivery Time

  • GSA Contract Number (if applicable)

  • Date of Quote Expiration

  • Warranty Information

  • Total Price for Each Line Item

  • Total Quote Price

  • Technical Documentation in sufficient detail to determine technical acceptability



Failure to provide sufficient technical detail may result in rejection of the quote.



System for Award Management (SAM) Registration:

All contractors must be registered in the System for Award Management (SAM) database located at https://www.sam.gov/sam/ prior to any contract award. Lack of registration in the SAM database will result in ineligibility for award.



Pricing Schedule:

Contractors shall provide a detailed pricing schedule that aligns with the requirements outlined in the Statement of Work (SOW). The pricing should include, but is not limited to:




  • Firm Fixed Price (FFP): Unit pricing for each pool and task as defined in the SOW.

  • Labor Hour Rates: Fully burdened labor rates for various labor categories such as Program Manager, Project Manager, Technical Specialist, and Engineers.

  • Material Costs: Pricing breakdown for sensors, installation, and maintenance components.

  • Travel Expenses: Estimated travel costs in compliance with Federal Travel Regulations.

  • Option Year Pricing: Clear pricing adjustments for each option year.



Contractors are allowed to submit their pricing in their own format; however, all required information must be included to be considered compliant.
