OBJECTIVES OF THE REQUIREMENT

The Canadian Coast Guard has the requirement for Commercial Accommodations only (efficiency units** with the two week crew rotations) in the area of operations (Corner Brook, NL) that can accommodate CCG, MEHR personnel for an extended period of time without any blackout periods. CCG is looking for accommodations for 19 people Saturday to Thursday and 26 people on Fridays during crew rotations.

These numbers may fluctuate depending on operational requirements. Close proximity accommodations for CCG, MEHR Staff required for transportation to and from Incident Command Post (ICP) in Lark Harbour, NL.

** Efficiency Unit - a self-contained living space that combines living, sleeping, and dining areas , typically with a kitchenette, a private bathroom, internet access and access to laundry facilities.

PERIOD OF THE CONTRACT

The accommodations must be available from May 1, 2025 or date of Contract award, whichever is later, to July 31, 2025 inclusive.

SECURITY

No Security clearance required, escort required at DFO sites.

TRADE AGREEMENTS

The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada–Ukraine Free Trade Agreement, Canada-Honduras Free Trade Agreement, World Trade Organization–Agreement on Government Procurement (WTO-GPA), and the Canadian Free Trade Agreement (CFTA).

MANDATORY REQUIREMENTS

Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed in the Request for Proposal. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration.

Mandatory Criteria

M1        The Bidder must demonstrate that it can provide the required number of efficiency units, with no blackout dates as follows:

From Thursday *May 1, 2025 to Thursday, July 31, 2025 inclusive

Saturday to Thursday: 19 rooms

Fridays: 26 rooms.

M2        The Bidder must provide with its bid a copy of its cancellation policy that will apply to this requirement.

M3        The Bidder’s facilities must be located within a 75 km driving distance of Lark Harbour SAR Station Main Road, Lark Harbour, NL A0L 1H0.

COMPREHENSIVE LAND CLAIMS AGREEMENTS

This procurement is not subject to any Comprehensive Land Claims Agreement

Basis of Selection

A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
