Written quotes in accordance with this RFQ are due no later than 4:00 p.m., April 8, 2026.
PURPOSE
This RFQ is being issued to procure the services seeking a food scrap hauler to work with local food rescue
partners for a Food Scrap Subsidy Program sponsored by Hamilton County ReSource. This program aims to
reduce the financial impact of food scrap hauling services for approved food rescue partners interested in
diverting their food scraps from the landfill for beneficial reuse.

QUALIFICATIONS
Businesses with demonstrated ability to haul food scraps from commercial customers. The contractor must
maintain all required licenses and permits and comply with all applicable local, state, and federal
environmental regulations related to organics collection, transportation, and processing. Additionally, the
contractor must provide documentation verifying the proper recycling or composting of collected materials.
SCOPE OF WORK
Hamilton County ReSource is seeking a food scrap hauler with experience hauling from commercial customers to
provide quotes for equipment, service, and setup fees. Please note that this RFQ is for multiple food rescue
partner sites which have varying requirements. Multiple haulers may be selected to fit the needs of the different
sites. You can opt out of quoting for any of the sites due to location or collection requirements.
Contractor Requirements:
Provide collection equipment for the customer (e.g. 65-gallon wheeled carts)
Provide a regular schedule for collection and complete collection in a timely manner in accordance with
the schedule
Leave the customer with clean equipment upon collection
Bill Hamilton County ReSource at a regular frequency
Responsibly compost collected food scraps in accordance with local, state, and federal laws
Have the ability to collect vegetative food scraps (required). Collection of meat, dairy, bones, and
compostable service ware may be included within the scope of services depending on the preferences
and needs of each individual food rescue agency. Respondents should clearly specify which additional
materials they are able and willing to collect.
Food Rescue Partner Requirements:
Enroll in the Food Scrap Subsidy Program sponsored by Hamilton County ReSource
Manage internal programs for food scrap collection and staff/volunteer education
Provide a secure access point for collection equipment to be placed where the hauler can easily access
Hamilton County ReSource Responsibilities:
Enroll selected food rescue partners in the Food Scrap Subsidy Program
Select hauler that fits requirements of the food rescue partner site
Coordinate relationship between contractor and food rescue partners
Provide payment to the contractor(s) in a timely manner
INSURANCE REQUIREMENTS
During the contract period and for such additional time as may be required, contractor shall provide, pay for,
and maintain in full force and affect the insurance outlined herein for coverage at not less than the prescribed
minimum limits covering contractor’s activities. Those activities of any and all subcontractors or those activities
anyone directly or indirectly employed by contractor or subcontractor or by anyone for whose acts any of them
may be liable. Contractor shall provide a copy of insurance/workers comp. certificate to Hamilton County
ReSource.

Commercial General Liability
Bidder shall maintain Commercial General Liability insurance covering all operations by or on behalf of the
Bidder on an occurrence basis against claims for personal injury (including bodily injury and death) and property
damage (including loss of use).
Minimum Limits:
$1,000,000 each occurrence
$2,000,000 aggregate
Coverage shall include:
Additional insured endorsement (including ISO CG 20 10 and CG 20 37)
Waiver of subrogation
Primary and non-contributory coverage
Blanket contractual liability
Personal injury
Broad form property damage
Severability of interests
Joint venture as named insured (if applicable)
Commercial Automobile Liability
Bidder shall maintain Commercial Automobile Liability insurance with a minimum combined single limit of
$2,000,000, covering all owned, hired, leased, and non-owned vehicles.
Coverage shall include:
Additional insured endorsement
Waiver of subrogation
Primary and non-contributory coverage
Contractual liability
Pollution Liability
Bidder shall maintain Contractors Pollution Liability insurance, or its equivalent, with minimum limits of:
$1,000,000 per occurrence
$2,000,000 aggregate
Coverage shall include:
Transportation pollution
Waste handling
Loading and unloading operations
Umbrella / Excess Liability

Bidder shall maintain Umbrella or Excess Liability insurance with minimum limits of $2,000,000 (preferred
$5,000,000), written on a follow-form basis over Commercial General Liability, Automobile Liability, and
Pollution Liability policies.
Additional Insured Requirements
To the extent commercially available at no additional cost, the Commercial General Liability and Commercial
Automobile Liability policies shall defend and include the Board of County Commissioners, Hamilton County,
Ohio, and its officials, officers, employees, agents, and volunteers as additional insureds on a primary and non-
contributory basis for work performed under or incidental to this Contract.
The form of the Additional Insured endorsement shall be the most recent edition of Insurance Services Office CG
20 10 and CG 20 37. If any of the Additional Insureds have other insurance applicable to the loss, such insurance
shall be excess or contingent. The Bidder’s insurance shall not be reduced by the existence of such other
insurance.
Workers’ Compensation
Bidder shall maintain Workers’ Compensation insurance in compliance with the laws of the State of Ohio.
Coverage must be statutory and Ohio-compliant
PAYMENT TERMS
Hamilton County ReSource prefers that the chosen contractor submit monthly invoices for the services rendered.
