Palmetto Housing Corporation (PHC) is seeking qualified contractors to provide demolition and site‑clearing services for the former Timmonsville High School property. The selected contractor will be responsible for delivering a fully cleared, construction‑ready site.

RFP Amendment

Key project elements:

  • This building has ASBESTOS AND LEAD PAINT.  The contractor shall follow all local, state and federal laws for removal of ASBESTOS AND LEAD PAINT.

Date:March 9th, 2026

Bonding Requirement:

  • There will be a 5% Bid Bond required.
  • There will be a 100% payment and performance bond required.

Project Summary
The project includes full demolition and removal of structures and materials on a 2.3‑acre site located at the former Timmonsville High School.

Key project elements:

  • Demolition of an approximately 19,000 sq. ft. building
  • Removal of approximately 60,000 sq. ft. of concrete and asphalt
  • Removal of designated trees
  • Hauling and lawful disposal of all debris
  • Contractor responsible for securing all required permits
  • Lot dimensions: 431 ft (width) × 233 ft (depth)
  • Amended 3/23/26: This building has ASBESTOS AND LEAD PAINT.  The contractor shall follow all local, state and federal laws for removal of ASBESTOS AND LEAD PAINT.

Insurance Requirements
Before work begins, contractors and subcontractors must provide Certificates of Insurance showing:

  • General Liability: Minimum $500,000 per occurrence
  • Workers' Compensation & Employer's Liability: Minimum $500,000 per occurrence

Bonding Requirements

  1. Bid Guarantee: Required for contracts over $250,000. Must equal 5% of the bid price and may be submitted as a bid bond, certified check, or irrevocable letter of credit.
  2. Payment & Performance Bond: Required for contracts over $250,000. The successful bidder must provide a 100% Payment and Performance Bond within 14 calendar days of contract notice.
  3. Approved Sureties: All bonds must be issued by companies listed in U.S. Treasury Circular 570 and authorized to do business in the state where work is performed.

Award Information
The contract will be awarded to the most qualified, responsive, and responsible bidder, in accordance with 2 CFR 200.320(d)(5).
