Project Description: Proposals for the City of Carbondale Community Development 2025 Paving Project, Carbondale, Lackawanna County, Pennsylvania, will be received by PennBid until 2:00 p.m. on Monday, October 20, 2025. All properly submitted proposals will be publicly read at the scheduled Carbondale Council meeting at Carbondale City Hall, 1 North Main Street, Carbondale, PA at 7:00 p.m. on the same date.
Scope of Work:
The work on this project will include but is not limited to the milling, base repair, and overlay of Griffin Road, Greenfield Road and Birkett Street. There is approximately 6,528 square yards of roadway contained within this project.

Bidders’ proposals must be accompanied by a certified check, certified bank treasurer’s check, bank cashier’s check or bid bond in the form provided in the Contract Documents. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the City of Carbondale.
A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract.
A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project.
Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and Davis Bacon Wage Determination.
All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner.
The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto.
Bidders must submit documentary evidence of Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid.
A Pre-bid Conference will be held at Carbondale City Hall, 1 North Main Street, Carbondale, PA 18407 on Tuesday, October 14, 2025 at 10:00 a.m. for the purpose of reviewing the project.
