Project Description: Project: MUNICIPAL AUTHORITY OF THE TOWNSHIP OF EAST HEMPFIELD: Project generally consists of modification of interior piping within an existing valve vault that includes, installation of a pressure-reducing valve (PRV), magnetic flow meter, strainer, OS&Y gate valves, electrical components, lighting; directionally drill two 1.5” conduits between vault and Well/Pump Station No. 4 for power and controls for PRV, meter, lighting; installation of conduit and wiring through interior of Well/Pump Station No. 4 building to control and electrical panels, and SCADA integration; restoration to all areas disturbed by construction operations.
The work will be performed under two Contract as follows:

Sealed Bids will be received online via the PennBid Program until 12:00 P.M., prevailing time, November 7, 2025. After bid opening the results will be available for viewing at the PennBid website. Successful bidder will be selected by Owner at a later date
A pre-bid meeting will be held on October 23, 2025 at 10:00 A.M., prevailing time at the office of the owner. Attendance at the prebid meeting is not mandataory.
Questions will be accepted until 12:00 P.M., prevailing time, on October 31, 2025; All questions must be submitted through PennBid.
Bidding Documents and solicitation details are available online on October 3, 2025, at no cost, at https://pennbid.bonfirehub.com.
Reproduction of the Bidding Documents, or their placement on websites other than PennBid, is not permitted.
Bids may be modified or withdrawn at any time prior to the opening of Bids.
Bids must be on the forms furnished by the Owner. No bid will be considered unless it is accompanied by a certified check or bid bond in an amount not less than ten percent (10%) of the bid total. Such bid security shall be made payable to the Quarryville Borough Authority. All bid bonds shall be in the form included within the Bidding Documents and shall be accompanied by a power of attorney from a licensed surety company as described in the Bidding Documents.
Owner shall award the Contract to the lowest responsive and responsible Bidder or shall reject all Bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the expiration of such sixty (60) day period; provided, however, if the award of contracts is delayed by required approval of another government agency, the sale of bonds or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the date of Bid opening, and in such event no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder.
Performance financial security and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the Project Manual, and evidence of all required insurance as set forth in the Project Manual, must be furnished by the successful Bidder at the time set forth in the Project Manual.
Bidders are advised that each Bidder is required to submit, with their Bid, a Non-Collusion Affidavit in the form contained in the Project Manual in accordance with the Pennsylvania Anti-Bid Rigging Act.
Bidders should refer to the provisions of all federal and state statutes, rules and regulations regarding the prevention of environmental pollution and the preservation of public natural resources that affect the project, and bidders will be required to comply with all such statutes, rules and regulations.
It is a requirement of this Contract that at least 50% of the Work be performed by the prime Bidder’s own work force, not by subcontractor(s).
Qualified Minority and Women Businesses Enterprise (MBE/WBE) are encouraged to respond to this Invitation to Bid.
Notice is given that this project is funded in part by the Commonwealth Financing Authority Local Share Account Program and Lancaster County ARPA grant program; requisite program guidelines apply as outlined in the bid documents.
Notice is given that the project for which Bids are being solicited hereby is subject to: (i) the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions; (ii) Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996); (iii) the Public Works Verification Act; (iv) the Pennsylvania Human Relations Act 222 conditions; and (v) the Non-Discrimination in Employment/Contract Compliance Regulations conditions.
Notice is given that the project for which Bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, the Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under the provisions of said Act must be paid by contractors in connection with performance of the necessary work.
Bidders, subcontractors, their workers, and any persons providing labor or products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania.
The OWNER reserves the right, at its option, to waive any informalities, irregularities, defects, errors or omissions in any or all proposals and to reject any or all proposals.
