Utility Northport Campus Improvements Owner Agent Services

Pursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic Request for Qualifications (RFQu) is being issued to establish a contract with a qualified proposer who will provide Utility Northport Campus Improvements Owner Agent Services to the City of Port St. Lucie (hereinafter, “City”) as further described in this RFQu.

The City of Port St. Lucie is seeking qualified firms to provide Owner’s Agent services for the development of the Northport Campus Site Improvements. The project will be located at the existing Northport Booster Pump Station site and will include the design and construction of a new Facilities Maintenance Department building, along with supporting infrastructure and operational improvements for both Facilities and Utilities.

The City intends to utilize a Progressive Design-Build delivery method for this project. The selected firm will support the City throughout all phases of the project, including procurement, design review, construction oversight, and project closeout. The goal is to ensure efficient project delivery, strong cost and schedule control, and high-quality outcomes for this multi-department campus development.

The City is advancing the development of the Northport Campus to address operational needs for the Facilities Maintenance Department and to support ongoing Utilities Systems Department activities at the existing site. As the City continues to grow, existing facilities have become constrained, creating inefficiencies in storage, coordination, and daily operations.

The project presents a unique opportunity to develop a functional and well-coordinated campus that integrates multiple user groups, site circulation, and operational needs within an active municipal site. Given the complexity of coordinating design, construction, and ongoing operations, the City is seeking an experienced Owner’s Agent to help guide the Progressive Design-Build process and support successful project delivery.
