ENCLOSED: 1138 39th Street Bid
Bids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be opened
on October 13th by 2p.m. at City Hall in the CED Department offices. Contractors who have submitted
bids may attend but are not required to do so. A bid tabulation shall be posted online afterward. All

Scope of Work
The bidder shall submit a project plan using the design standards below that is in compliance with all
applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The
plan must include a clear project timeline and budget with line item costs. The contractor shall act as the
general contractor for the project using subcontractors as required. Subcontractors that will be required
should be clearly identified in the project plan.
The first part of this project is to address the HVAC. The furnace and AC is currently working however
most of the duct work is missing or has been torn apart. There is little to no forced air up to the
second floor due to the current situation of the existing duct work. There is no condensation pump
for the length of tubing to nearest drain. Most of the tubing will need replaced and a pump installed
near the furnace. The wiring at the furnace needs to be cleaned up and made safe. There is a fuse
and disconnect with exposed wires that needs to go. The ducts need taped or paste sealing all the
seams once the trunk lines have been repaired and reconfigured. At one point this was a duplex and
there was forced air on second floor.
The next task is to replace the hardwired smokers with new smoke/co2 units. The existing ones
continuously even after the homeowner has replaced the batteries. So at this point replace them all.
Remove the existing gas pipe in the basement. Install new black iron from the meter to the gas fired
appliances. One furnace, water heater, laundry, and stove on first floor. Install new shut offs at each
appliance with drip leg/settlement trap at the furnace and water heater. Piping must be supported
by approved hangers per IMC 2021 and IFGC 2021. After installation of new pipe purge all the air and
light each appliance when the jobs complete.
Remove all galvanized water supply lines in the basement. Replacing with new copper from the
meter to all the fixtures with shutoffs located near and easily accessible for each fixture. Use lead-
free solider or Propress fittings. Install a laundry hook for the washer. Install one antifreeze Silcoks
with shut off near the exterior box sill.
Insulate the box seal with kraft R-19 cut tightly to the joist pockets and secured to the rim joist
around the perimeter of the basement. This task should be completed once the trades have
completed their jobs.
The last part of this project will be to brace up the front porch roof and remove the deck framing,
flooring, and concrete steps. Install a new footing system designed to carry the new deck and roof
load. There shall be four footings for this deck and roof span. Footings must be 16" and 42" deep.
Footing inspections are required before pouring the concrete. Install new deck structure in the same
foot print of the existing roof. This will need to carry floor load while supporting the roof load.
Modifications may be made on the roof beam to accommodate the new support columns. Framing
inspection is required before decking is laid. Finished product needs to be treated framing material,
5/4 decking, treated handrailing around the deck, approved fasteners and hold downs. The steps will
need to be code complaint. The steps will be attached to the deck framing and land on the existing
concrete. Steps must have stringers with 7 34" or less rise, 10" minimum run, handrailing, solid treads
and full risers.
Plumbing, Mechanical, and Building permits needed before work begins. Deck plans will be review
and approved through Tyler before work begins.
Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all
project objectives. The contractor shall have 30 days to complete the work from the date of contract
signing. Change work orders over the course of the project are strongly discouraged.
