ITEM AND DESCRIPTION
Shawnee County Parks and Recreation (SCP+R) is soliciting bids for the restoration and refinishing of
five (5) waterslides on the main tower at the Midwest Health Aquatic Center, per the minimum specifications
listed in the RFP.
This project includes the restoration and refinishing of five (5) waterslides on the main tower at the Midwest
Health Aquatic Center. The work consists of high-pressure cleaning of all interior and exterior surfaces,
exterior painting using the Sher-Loxane 800 coating system in solid colors, interior mechanical polishing and
waxing of the purple slide, removal and replacement of deteriorated caulking with marine-grade materials, and
application of a marine-based penetrating wax to all slide interiors. The contractor shall provide all labor,
materials, equipment, travel, and waste disposal required to complete the work in accordance with
manufacturer specifications, industry standards, and facility safety requirements.
PRE-BID MEETING
A non-mandatory pre-bid meeting and on-site inspection is being held as part of the RFP process. The

Attendance is not mandatory at the pre-proposal conference to place a bid but site visit is recommended. All
questions requesting clarification of items/issues discussed at the pre-proposal conference must be submitted
in writing via the online bid portal. Proposers should clearly understand that the only official answer or
position of Shawnee County will be in writing. Any modification to this Request arising from the pre-
proposal conference, as well as answers to written questions shall be made in writing by addendum and will
be issued through the online bid portal.
SCOPE & INFORMATION
The Contractor shall provide all labor, materials, equipment, tools, supervision, transportation, lodging, and
disposal necessary to complete the restoration and coating of five (5) waterslides located on the main slide
tower at the Midwest Health Aquatic Center. The work includes full exterior painting and interior cleaning,
polishing, caulking, and waxing as specified herein.
A. General Requirements
• Contractor shall coordinate all work with facility staff.
• All work must comply with applicable manufacturer recommendations, industry standards, and safety
regulations.
• Contractor is responsible for protecting adjacent surfaces and facility features.
• Disposal of all waste materials shall be provided by the contractor.
B. Exterior Slide Restoration and Painting
The Contractor shall perform a full exterior restoration and coating of all five (5) slides, including the
following:
B.1 Surface Preparation
• High-pressure water cleaning of all exterior slide surfaces.
• Use of a biodegradable degreasing agent to remove grease, oil, dirt, oxidation, and surface
contaminants.
• Surfaces shall be allowed to dry and be inspected prior to coating application.
• Any deficiencies in surface preparation shall be corrected prior to painting.
B.2 Exterior Coating System
• Contractor shall furnish and apply the Sher-Loxane® 800 coating system to all exterior slide
surfaces.
• All coating work shall be performed strictly in accordance with the manufacturer’s published
specifications, including required surface preparation, recommended film thickness, cure times, and
allowable environmental conditions.
• Slides shall be painted in solid colors only; no patterns, fades, or multi-color designs will be
permitted. Existing multi-color slides shall be converted as follows:
• Green and white slide - all green
• Yellow and white slide - all yellow
• Red and white slide - all red

• Contractor shall ensure uniform color coverage, consistent sheen, and a smooth, even finish
across all slide surfaces.
C. Interior Slide Restoration
The Contractor shall restore the interior surfaces of all five (5) slides as follows:
C.1 Interior Cleaning
• High-pressure water cleaning of all interior slide surfaces.
• Use of a biodegradable degreasing agent to remove grease, oil, dirt, and buildup.
• All interior surfaces shall be thoroughly rinsed and cleaned prior to further work.
C.2 Mechanical Polishing and Waxing
• The purple slide shall receive a full mechanical polishing of the interior surface.
• Polishing shall restore smoothness and remove surface dullness, oxidation, or minor wear.
• Following polishing, the interior surface shall receive a complete wax application as specified below.
C.3 Caulking Removal and Replacement
• Removal of all loose, cracked, worn, or deteriorated caulking from interior joints and seams.
• Surface preparation of joint areas to ensure proper adhesion.
• Re-application of caulking using 3M 4200 marine-grade caulk or SEA-approved equal.
• Caulk installation shall be continuous, watertight, and tooled for a smooth finish.
C.4 Interior Wax Application
• Application of a marine-based liquid penetrating wax to interior slide surfaces.
• Wax shall be applied in accordance with manufacturer recommendations to improve slide
performance and surface protection.
• Contractor shall ensure even coverage with no residue buildup or streaking.
D. Quality Control and Inspection
• Contractor shall perform continuous quality control throughout the project.
• All work shall be inspected by the Owner or Owner’s representative upon completion.
• Any deficiencies identified shall be corrected by the Contractor at no additional cost.
E. Site Cleanup and Waste Disposal
• Contractor shall remove all tools, equipment, materials, and debris upon completion.
• All waste materials, including wash water residue, used coatings, and removed caulking, shall be
properly disposed of by the Contractor in accordance with applicable regulations.
• Site shall be left clean and ready for normal facility operations.
F. Project Completion

• Project shall be considered complete once all scope items are fulfilled, surfaces are fully cured as
required, and final inspection is approved by the Owner.
• Contractor shall provide any applicable product data sheets and maintenance recommendations upon
completion.
G. Contractor Qualifications
Proposers shall:
• Demonstrate experience with waterslide restoration, aquatic facilities, or similar specialty coating
projects.
• Identify the coating systems and materials to be used.
• Provide references for at least three (3) comparable aquatic slide projects completed within the last
five years.
H. Turn-Key Completion
• Provide all labor, materials, equipment, permits, and site cleanup necessary to complete the
project.
• Project must be completed in a timely manner as agreed upon with SCP+R.
MINIMAL REQUIREMENTS
1. Review and examination of existing site conditions.
2. Project coordination with SCP+R staff.
3. Review, acceptance and compliance with all specifications detailed in this RFP.
4. The Contractor is responsible for obtaining all utility locates if necessary prior to any work.
5. All work shall conform to the City of Topeka and Shawnee County Standards.
6. The Contractor is responsible for keeping the work site clean during and after work completion.
7. Contractor to provide any necessary related permits.
RFP QUESTIONS
All questions regarding this RFP should be submitted through the Shawnee County Online Bid Portal. The
last day to submit questions: 04/10/2026 by 5:00 pm (local time). Questions submitted after this deadline
will not be answered.
BOND & INSURANCE INFORMATION
Work completed on county property that exceeds $100,000 requires a public works (payment) bond and
must be filed with the Clerk of the District Court as required by K.S.A. 60-1111
The Contractor shall maintain insurance coverage as follows:
1. General Liability Insurance: $1,000,000 per occurrence and $2,000,000 aggregate
2. Professional Liability Insurance: $1,000,000 per claim
All insurance policies shall name Shawnee County as an additional insured.

1. Contractor shall conduct the slide renovation project within a timeframe agreed to by Shawnee
County. Contractor shall coordinate with SCP+R accordingly.
2. All work, including final cleanup and site restoration, shall be fully completed no later
than April 15, 2027. Work shall not commence until the 2026 pool season has concluded and
the pool facility is officially closed.
3. Liquidated Damages will be assessed at a rate of $500.00 per day for each day after April 15,
2027.
WARRANTY
Provide manufacturer’s standard warranty for all materials.
SCP+R requires a minimum one-year workmanship warranty.
RESPONSE REQUIREMENTS
Responses should assume that the county has had no previous knowledge of their products, services or
capabilities. Emphasis should be placed on a clear complete presentation of factual information. They
should include the following:
Cover Letter: Cover Letter stating that the vendor formally submits their proposal for consideration
in the selection process for this RFP. The letter shall briefly state the Proposer’s understanding of the
work to be done, the commitment to perform and work within the time period, a statement of why the
firm believes itself to be best qualified to perform the services and a statement that the proposal is a
firm and irrevocable offer for ninety (90) days from the date of the Proposal opening.
