A non-mandatory Pre-Bid meeting will be held at 10:00 AM on Thursday, January 30, 2025. If you do not attend the Pre-Bid meeting, a site visit is strongly encouraged. Site visits will be held by Appointment Only, at 50 South Delaware Drive, Easton, PA 18042 until 3:00 PM on Thursday, February 20, 2025. Contact: Jeffrey J. Questions will be accepted until 3:00 PM on Thursday, February 20, 2025; All questions must be submitted through PennBid.
This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated by the Secretary of Labor and Industry. Bidders shall prepare their Bids after giving consideration to the applicability of said Pennsylvania Wage Act to the work involved and all other laws and regulations, state or federal, applicable to such projects.
Each Bid must be accompanied by Bid security in the form of a certified check, bank check, irrevocable letter of credit, or Bid bond (on the form included with the Bidding Documents) in an amount equal to ten (10%) percent of the Bid total.
It is a requirement of this Contract that Bidder shall have a minimum five (5) year, five (5) project documented experience in the type of Work required by this Project. Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania.
Bids will be received online via the PennBid Program until 10:00 AM prevailing time on Thursday, February 27, 2025 at which time they will be opened. Bids may be modified or withdrawn at any time prior to the opening of Bids.
An Authority representative will open the Bids through the PennBid Program at the Authority’s offices at the address listed above, upon the expiration of the Bid deadline at 10:00 AM prevailing time on Thursday, February 27, 2025, and read aloud the Bid results. Bidders, other interested persons, and the public may attend the opening of the Bids. After the Bid opening, the results will be available for viewing at the PennBid website.
After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders (Document 00100).
The apparent low Bidder and the next two lowest Bidders must submit, to the Engineer, originals of the Bidding Documents within two (2) business days from the date of the Bid opening.
Successful Bidder will be selected by Owner at a later date. The Authority Board will first consider the award of one or more contracts, and may award one or more contracts, at its regular meeting scheduled for March 17, 2025, at 5:00 PM at the above EAJSA address, or any public meeting of the Board thereafter.
Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids.
As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 141 of 2022, the “Public Works Employment Verification Act”.
The OWNER hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, defects, or irregularities in any Bid.
