Proposals must be submitted electronically through the Procurement Portal on or before the Due Date in order to be accepted. The Human Resources, Organizational Development and Training On Call Services project is designed to provide strategic and operational HR expertise to the CATS organization. The selected consulting partners will work collaboratively with the leadership of CATS Human Resources, Workforce Development and Operations Training departments to provide assistance with the foundational systems, processes, and programs needed to support a high-performing and future-ready workforce. Services will include, but are not limited to, HR infrastructure and policy development, position classification, talent acquisition, employee relations, compensation and compliance alignment, and workforce planning. Consultants will also design and deliver workforce development initiatives, including training, leadership development, and performance management programs that promote engagement, retention, and career mobility. |

The City of Charlotte is currently utilizing a new electronic solicitation Procurement Portal
(https://charlottenc.bonfirehub.com) to post solicitations, receive vendor submissions, and communicate with

Interested Vendors must register through the Procurement Portal to access these solicitations and participate in

https://charlottenc.bonfirehub.com/login. Once you are registered, you may access solicitations, submit
questions, and submit responses to solicitations (e.g. Bids, Proposals, Quotes, etc.)

All solicitation questions must be submitted electronically to https://charlottenc.bonfirehub.com through the
Vendor Discussions section under the respective Project.

All submissions must be submitted electronically via the Procurement Portal
https://charlottenc.bonfirehub.com/opportunities, under the respective Project.
Your submission must be uploaded, submitted, and finalized prior to the Project’s posted due date. The City
strongly recommends allowing sufficient time to complete this process (ideally one or more business days prior
to the deadline) to begin the uploading process and to finalize your submission. Uploading large documents may
take time, depending on the size of the file(s) and your Internet connection speed.
