CORSICANA ANIMAL SHELTER

SECTION 1 – GENERAL INFORMATION

The City of Corsicana invites the submittal of statements of qualifications to select a Construction Manager at Risk for the new Animal Shelter construction project for the City of Corsicana. The City seeks responses in accordance with the terms, conditions, and instructions set forth in the RFQ guidelines.

SECTION 2 – DUE DATE AND CONTACT

The City of Corsicana will receive statements of qualifications at the office of the City Manager , 200 North 12 th Street, Corsicana, Texas 75110 until 3:00 p.m. on Wednesday, August 13, 2025 .

The City is not responsible for the non-receipt of proposals sent by mail or courier.  Respondents are cautioned to submit a complete response to all requirements.   The City reserves the right to amend this RFQ, waive any requirement or irregularity, request modifications to proposals, and reject any and all proposals for any reason.

The form to be used for this project shall be the Request for Qualifications document which may be obtained from the City or the Architect.  Request for Qualifications documents will be mailed upon request; however, the City is not responsible to ensure timely delivery of mailed Request for Qualification documents.

Receipt of responses does not bind the City to any contract for said services, nor does it guarantee that a contract for the Project will be awarded.

SECTION 3 – PROJECT

The project consists of the construction and improvements for a new Animal Shelter.  The Project site is located at the Corsicana State School on Drane Road, Corsicana, Texas 75110.

SECTION 4 – SCOPE OF SERVICES

The firms who participate in this RFQ process are sometimes referred to as “Respondents” and “Construction Manager.”

The selected Construction Manager at Risk will be initially required to work with the City and the City’s Architect in analyzing current proposed designs, providing value engineering suggestions, developing cost estimates, sub-contractor bidding/negotiations services, and construction management services during construction.

The Construction Manager at Risk will be expected to work closely with the Architect, as the cost estimator and project scheduler.  The Construction Manager at Risk will coordinate and cooperate fully with the Architect.  The final contract negotiated with the Construction Manager at Risk will determine details related to a contractual guaranteed maximum price for the project.   All cost estimation by the Construction Manager at Risk will include full project costs.

SECTION 5 – SELECTION PROCESS

This RFQ is the first step in a two-step process for selecting a Construction Manager at Risk for the project as provided by Texas Local Government Code Sec. 271.118.  It provides information necessary to prepare and submit qualifications for consideration and ranking by the City.  Based on the evaluation criteria established for the project, each properly submitted qualification will be reviewed, evaluated, and ranked by an evaluation committee established by the City.  The City will choose the appropriate number, not exceeding three of the top ranked candidates to respond to a separate Request for Proposals (RFP) in the second step of the process.

In the second step of the process, RFPs, respondents will be asked to submit additional information, including an initial maximum price for General Conditions, project specific items for clarification and amplification of their statement of qualifications. The City will rank the respondents in order of preference.  If the City desires to interview a respondent, that respondent will receive notification of the date and time of the interview. The highest ranked candidate will be asked to submit a fee proposal to begin contract negotiations. The selected Respondent then will negotiate with the City on fee and contract conditions.  If, in the opinion of the City, a reasonable fee cannot be achieved with the respondent of choice, negotiations will proceed with the second choice respondent until a mutually agreed contract can be negotiated.

The City will give prime consideration to the Respondent with significant, current experience in the development, design, and construction of buildings of similar size, scope, budget, and construction methods and techniques to the proposed Corsicana Animal Shelter.  The City reserves the right to negotiate with one or more parties and is not obligated to enter into any contract with any Respondent on any terms or conditions.  Consideration will be given to all qualified Respondents.

SECTION 6 – EVALUATION CRITERIA

The evaluation committee may include any or all of the following:  City staff representatives, the Architect, and City Council representative(s).

The criteria used to evaluate the RFQ responses will include, but not be limited to, the following (items listed below are not listed in order of importance):

A.        Statement of Qualifications:  Qualifications of the candidate, specifically as they relate to this Project.

B.        Knowledge and understanding of the City’s particular needs.

C.        Firm experience on projects of similar scope and scale and the related project experience of the individuals who would be assigned to this Project.

D.        Performance on past representative projects.

E.         Ability to establish budgets and control costs.

F.         Ability to meet schedules.

G.        Available resources to complete project.

H.        Professional client and architectural references.

SECTION 7 – STATEMENT OF QUALIFICATIONS

Interested candidates should provide the following information.   Please include an outside cover and/or first page, containing the name of the project.  A table of contents should be next, followed by dividers separating each of the following sections:

Divider #1:  Letters:  The first page of the response to the City stating that the proposal set forth in it remains effective for a period of 30 calendar days. At least one copy of the transmittal letter shall contain the original signature of a partner, principal, or officer of the Respondent. A statement of interest for the project including a narrative describing your unique qualifications as they pertain to the project.

Divider #2: Firm Information:

  • A statement of availability for you and your team to undertake the project.
  • The legal name of the company and date of firm formation.
  • Date of opening primary office, and, if applicable, any branch and local offices.
  • Contact person with phone number, fax number, and e-mail address.
  • Alternate contact person with phone number, fax number, and e-mail address.
  • Name of principals in the firm.
  • Number of years in business as the current entity.
  • Number of employees by skill group.
  • Annual revenues.
  • Description of firm’s philosophy of working as a Construction Manager at Risk.

Divider #3: General Company History/Qualifications:

  • Conflict disclosure statement.
  • Describe in writing the proposed team members, both key individuals, and other firms for both the design and construction phases of the project and provide their number of years with the firm and their place of residence, and their resume where applicable.
  • Describe the firm’s current backlog of work and the relationship of this to the capacity to work on this project.

Divider #4: Financial and Legal Status

  • Evidence of financial strength.
  • Evidence of ability to meet bonding and insurance requirements.
  • List any actions taken by any regulatory agency against or involving the firm or its agents or employees with respect to any work performed.
  • List all litigation against or involving the firm or its agents or employees with respect to any work performed.

Divider #5: Experience and References:

  • Discussion of Respondent’s experience in working with government agencies.
  • Provide an example of at least large construction projects within the past five years for which you have provided or are providing services that are most related to this project. Give the project name, location, description, color images of project, initial and final construction costs to include change orders and dates services were performed.
  • Describe your cost estimating methods.  From any of the above example projects, describe how the cost estimates were developed, how often they were updated and the degree of accuracy achieved.

Divider #6: Management and Organizational Approach:

  • Describe the Construction Manager at Risk team’s approach to communication with the City and the Architect.
  • Describe how you will develop, maintain and update the project schedule during the design and construction phases of the project.
  • Describe your approach to ensuring timely completion of this project, including methods for schedule recover, if necessary.

SECTION 8 – ADDITIONAL INFORMATION

A.        All Information True – By submitting a response, Respondents represent and warrant to the City that all information provided in the response submitted shall be true, correct and complete.  Respondents who provide false, misleading or incomplete information, whether intentional or not, in any of the documents presented to the City of Corsicana for consideration in the selection process may be excluded.

B.        Interviews – After the initial evaluation of the statements of qualification, Respondents will be notified of their status in the selection process.   Respondents who are “short-listed” should expect and anticipate subsequent interviews which will most likely focus not only on the Respondent’s program approach, but also on an appraisal of the professionals who would be directly involved in the Project.  “Short listed” respondents may be asked to make a presentation to the City Council.  If a presentation to the Council is requested, it will be necessary that additional RFQ response submittals be provided by the “short listed” respondent.

C.        Inquiries – Questions relating to this RFQ should be directed to either the
Chief of Police at the City of Corsicana or to Ron Hobbs Architecture & Interior Design, LLP.

D.        Cost of Responses – The City will not be responsible for the costs incurred by anyone in the submittal of responses.

E.         Contract Negotiations – This RFQ is not to be construed as a contract or as a commitment of any kind.  If this RFQ results in a contract offer by the City, the specific scope of work, associated fees, and other contractual matters will be determined during contract negotiations.

F.         No Obligation – The City reserves the right to: (1) evaluate the responses submitted; (2) waive any irregularities therein; (3) select candidates for the submittal of more detailed or alternate proposals; (4) accept any submittal or portion of submittal; (5) reject any or all Respondents submitting responses, should it be deemed in the City’s best interest; or (6) cancel the entire process.

G.        Insurance – The Respondent shall have the appropriate liability insurance written by an insurer authorized to transact insurance in the State of Texas.

H.        Acceptance – By submitting its qualifications in response to this RFQ, respondent accepts the evaluation process as outlined herein and acknowledges and accepts that determination of the most qualified firm(s) offering the best value to the City may require subjective judgments by the City.

I. Open Records – By submitting a response, Respondents acknowledge that submittals or portions thereof may be subject to the State of Texas Open Records Act.

SECTION 9 – SUBMITTAL INSTRUCTIONS

Sealed submittals are required.  Submittals must be delivered to the City Secretary City of Corsicana, at the address set forth below at or before 3:00 PM on Wednesday, August 13, 2025 .  All submittals must be labeled on the outside with the Respondent’s name, the name of the Project – “CORSICANA ANIMAL SHELTER”.  Late submittals may not be considered.

To enable the City to efficiently evaluate the responses, it is important that Respondents follow the required format in preparing their responses.   Responses that do not conform to the prescribed format may not be evaluated.   Each copy of the response shall be bound using a semi-permanent binding method, to ensure that pages are not lost.  Pages shall be no larger than letter size (8 ½” by 11”).   Submit five (5) copies plus one (1) electronic copy on a flash drive.
