    The County of Monroe is requesting your response to this request for proposals for the upgrade
    and modernization of five (5) elevators in County buildings.

    The contractor’s proposal shall include all costs for equipment, labor, materials, transportation,
    shipping, rigging, temporary barricading, safety devices and equipment and supervision to
    effectively and efficiently manage the project(s). All equipment supplied shall be new and
    factory or manufacturer authorized to be installed on the elevator system(s). Each elevator
    upgrade shall include telemetry equipment to allow remote notification and diagnosis by a
    qualified elevator maintenance company. The communication equipment shall be open
    architecture to allow for other companies to utilize the base telemetry equipment while
    connecting with their company specific software.
    A list of project requirements and supplement project information are provided in the following
    pages as part of this Request for Proposal. Please review the project requirements and schedule
    a field visit to each site to review the elevators, the equipment rooms, site conditions and all
    field conditions and all dimensions prior to submitting a proposal.
    Proposal Response Format: Each proposal shall describe the work and equipment proposed
    for each elevator. A proposal of not more than three (3) pages describing your work and the
    equipment to be installed for each elevator shall be submitted. Each elevator proposals must
    address the County’s Scope of Work outlined in the proposal beginning on page 4 and confirm
    your proposal meets or exceeds what is outlined. Overall, your proposal shall be limited to not
    more than 20 pages and shall include product cut sheets showing your proposed elevator cab

    front, the interiors and major equipment. Pages shall be not smaller than 12 font and 1-inch
    margins.
    BRIEF PROJECT DESCRIPTION:
    Work being performed will consist of ensuring code compliance and meeting all safety
    requirements of the Bureau of Construction Codes (BCC), which is part of the Michigan
    Department of Licensing and Regulatory Affairs (LARA). The selected contractor shall be
    responsible for securing all necessary permits prior to performing any work on the elevator
    systems. Any follow-up inspections and operating permits or certificates needed after the
    upgrades are complete will be the responsibility of the contractor.
    All five (5) of the elevators are traction operated.
    The contractor’s proposal shall describe the work that will be performed by others and the cost
    for this work shall be broken out and shown but then included in the overall project cost
    proposal. The selected contractor shall be responsible for managing and coordinating the work
    of any other sub-contractors and the sub-contractor’s scope of work.
    For each elevator or banks of elevators, we outline the Scope of Work to be performed
    generally and contractors shall supply details of the work they propose. Each elevator or banks
    of elevators have a separate Scope of Work. Proposals shall mirror this Scope of Work and
    describe the details of the work for each elevator or banks of elevators. We include photos of
    the machine room and existing equipment.

    The work is to be coordinated with the County as to schedule, staging/storing of equipment,
    machinery, materials and access to the sites. Advance notice to the County of the work is
    required.

    The final date for submitting a proposal for this project is Friday, March 6, 2026 at 4:00 P.M.
    Proposals may be submitted in one of two (2) methods:
    1. Hard Paper Copy: Mail, courier delivery service or personal delivery to Monroe
    County Finance Department, 2nd Floor, 125 East Second Street, Monroe, Michigan
    48161-2197. Your envelope must be sealed and clearly marked “Elevator Proposal” so
    that no error in opening may occur.
    2. Electronic Email: Submit proposals by the same deadline via e-mail as a separate
    Microsoft Word or PDF document attachment to rfp@monroemi.org. Indicate in the
    email subject line, a Sealed Proposal is attached for “Elevator Proposal”.
    The County is prepared to commence the work as soon as a contract is awarded and a mutually
    agreeable schedule for the work is developed.
    Future Elevator Maintenance Proposal:
    In addition to the capital upgrade of the elevators and equipment outlined in this RFP, each
    contractor shall offer a maintenance agreement to cover the full-service maintenance of the
    elevators being upgraded. Include a proposed maintenance agreement that covers each elevator
    and price your agreement for each of the next three (3) years following the conclusion of the
    warranty period after the County accepts the work performed for the upgrades.
    The County of Monroe reserves the right to accept or to reject any and all proposals, to waive
    any irregularities and to make an award that is determined by the County of Monroe to be in the
    best interest of the County.
