Contract Laboratory Services

The City of Benicia Public Works Department seeks qualified laboratories to provide analytical services for wastewater samples. The contract covers fiscal years 2027–2029, with a possible one-year extension.

Your proposal should describe your approach to completing the Scope of Work, including a proposed schedule. You must provide a brief overview of your organization, identifying the primary contact person for this service. Include a summary of your qualifications, such as relevant licenses, certifications, and proof of bonding.

You are required to submit up to three references from similar projects, listing each contact’s name, title, phone number, and a short description of the work performed. A cost proposal must be completed using the provided form.

Additionally, your proposal must include a copy of your laboratory’s ELAP certification and a list of accredited analyses, along with any ISO 17025 or TNI accreditation if applicable. You should also provide your corrective action response letter from the most recent ELAP or accrediting body assessment.

Include a copy of your Chain of Custody form and a sample laboratory report, noting whether electronic reporting is available. Finally, list any subcontract laboratories you plan to use to fulfill this contract.

The City of Benicia's Wastewater Treatment Plant (WWTP) no longer has an ELAP certified laboratory, and therefore, requires the assistance of a third-party laboratory to conduct analyses for regulatory compliance.
