IT Capability Assessment for Digital Transformation and Application Modernization
Synopsis:

WSA is seeking a qualified and independent consulting firm to conduct a comprehensive IT Capability (Maturity) Assessment and to develop a multi-year digital transformation roadmap, with particular emphasis on application portfolio consolidation and modernization. The engagement will establish a defensible baseline of current-state maturity across applications, infrastructure, service delivery, and data maturity, identify capability gaps and risk exposures, benchmark performance against recognized standards and comparable public-sector organizations, and produce a sequenced, prioritized, and cost-aware modernization roadmap suitable for executive decision-making.

Emphasis shall be placed on application portfolio consolidation and modernization to reduce technical debt, improve service reliability and security, and align IT capabilities with WSA’s future business and service delivery requirements.

The overarching objective is to position WSA’s IT environment to effectively support current operations while enabling scalability, innovation, and long-term organizational sustainability.

Additional Information:

WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan). WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing dams and related supply channels.
