Description

Requirement Title: DCSA National Industrial Security (IS) Compliance and Verification Services (NIS-CVS)

RFI Background: IS supports the DCSA mission to protect classified information and materials in the hands of cleared industry by ensuring compliance with 32 CFR 32 117 (National Industrial Security Program Operating Manual, NISPOM) and Executive Order 12829 as amended. Additionally, IS works in partnership with facility security officers and industry partners to ensure the protection of classified information released under contractual obligations or research and development efforts. In order to continue to perform this mission in an evolving and increasingly complex environment, IS must continuously review, analyze, and update processes, procedures, organizational structure, and methods. IS continues to develop and implement initiatives that will drive consistency, improve performance, and provide for a more effective and efficient workforce. This contract requires contractors to provide operational support to include program management, resource development, technical support, research, analysis, communication, task management, risk identification for cleared facilities, collation of data sets, increased oversight of the FCL process/FOCI mitigation, and support to IS Senior Leadership.



The scope of the effort is to provide professionals who are trained in security and counterintelligence and who are knowledgeable of Executive Orders, Department of Defense (DoD) regulations and directives that govern National Industrial Security Program (NISP) implementation. Specifically, the Contractor must be able to provide personnel, who can work with limited supervision to assess a Contractor's dependency upon foreign interests, assess a Contractor’s initial and continuing overall eligibility for a facility clearance (FCL), to include knowledge center development and support, and review security arrangements for the import and export of classified information that is being transferred under the Direct Commercial Sales (DCS) program. Additionally, the Contractor must understand the Cognizant Security Authorities (CSAs) associated with special program contracts and be able to analyze data related to security vulnerability assessment reports associated with these programs. The scope of work includes evaluating the quality of reports prepared for release outside DCSA and advising the DCSA Government project manager (GPM)/task managers or contracting officer’s representative (COR) as to the findings. The Contractor shall manage Special Access Programs (SAP) databases and SAP report repositories as well as assist with the management of the Foreign Ownership Control or Influence (FOCI) database and report repositories. In addition, the Contractor's personnel shall assist in the preparation of various internal and external policies and directives concerning the safeguarding and protection of classified information and submit the results to the appropriate COR or task manager for coordination and evaluation. In addition, Contractor personnel must support the analysis and development of Risk Management processes and execution procedures. Contractor personnel must be proficient in using Microsoft Office products.



Current Contract Information: There is a current contract under which these services are being performed, and the contract type is firm fixed price (FFP). Any potential follow-on contract would also be structured as an FFP contract. The place of performance is specified in the accompanying performance work statement (PWS) provided with this RFI.
