CASS COUNTY
INTERNET CRIMES AGAINST
CHILDREN (ICAC) ADDITION
PRELIMINARY ARCHITECTURAL
FEASIBILITY REPORT
JUNE 15, 2026

Cass County Internet Crimes Against Children (ICAC) Addition
Preliminary Architectural Feasibility Report
June 15, 2026
Section A:
Need for the Facility
The Western Missouri Internet Crimes Against Children is housed in the Cass County Sheriff's Office building
in Harrisonville, Missouri and they have currently outgrown their space available in the existing facility. Other
divisions of the Sheriff's Office to be accommodated in the new infill addition will include:
1. ICAC (Internet Crimes Against Children) - Currently 2 detectives will grow to 3. There is not any
available space in the existing facility available for this growing division.
2. DFIU (Digital Forensics Investigations Unit) - Currently 1 - will grow to 2, and will need space for 2
outside technicians/detectives. They are currently operating out of a repurposed closet and handling
sensitive digital information that needs to be protected.
3. SOAR (Sex Offender Apprehension and Registration) - 1 Sgt - will grow to 2. Currently there is not
adequate space in the appropriate location for this division.
4. CAU (Criminal Apprehension Unit) - 14 deputies (includes K9, Task Force Officer, Investigator and
Sergeant) - will grow to 16. Do not have adequate space in the appropriate location to be efficient.
Section B:
Existing Facilities
The existing facility was completed in 2003 with provisions for future growth. Over the 20 plus year period the
provisions for future growth have been all used up with multiple projects over the years. The county pursued
an annex in 2025 to help alleviate the growing need for space and changes in modern law enforcement
practices and decided that was not the right solution for the immediate future. The existing facility has room
for an infill that will suit the immediate needs.
Section C:
Proposed Facility
The proposed infill addition will meet the needs of divisions listed above in the immediate future and beyond.
The proposed facility will also free up some space in the existing facility to allow for other divisions to expand.
Section G includes preliminary sketches outlining the proposed infill addition.
Section D:
Building Sites
The proposed infill addition is located between the Sheriff's Office and Jail. The site will not be affected by
this proposed project.
