DBNS Infrastructure Inspections and Testing Services
Questions pertaining to the Request for Qualifications (RFQ) documents may be directed to

NOTE: Any related addenda to this RFQ, including written answers to questions, will be posted
on the DBNS website https://www.indy.gov/activity/opportunities-to-become-a-vendor-for-bns as
well as the Purchasing Division’s official website at www.indy.gov/purch under the appropriate
project heading. Addenda will NOT be sent directly to vendors. Vendors will be responsible for
periodically checking this website for any related addenda up to and including the due date.
Vendors should print out, sign, and return written acknowledgement(s) with their RFQ. Failure to
sign and return the addenda may cause a response to be determined as non- responsive for
review purposes.
The City of Indianapolis and Marion County by and through the Department of Business and Neighborhood
Services is seeking Request for Qualifications (RFQ) submittals in regard to the contents herein. The City is
looking for a qualified consultant to provide inspection and testing services.
1. General Information
The Division of Construction and Business Services within the Department of Business and Neighborhood
Services (DBNS) is looking for multiple qualified firms to provide construction observation inspections and
infrastructure testing for new infrastructure permitted under street or driveway permits during development on private
parcels. There are two scopes: 1) construction observation inspections for stormwater infrastructure installation,
along with testing of infrastructure as necessary to ensure proper function; and 2) construction observation
inspections of new transportation infrastructure, along with testing as necessary to ensure proper installation and
longevity. (Please Note: the transportation infrastructure inspections and testing services outlined within this scope
are separate from those in the Right-of-Way Inspections RFQ. These inspections pertain to new infrastructure
permitted under street or driveway permits during development on private parcels, whereas right-of-way inspections
outlined in the Right-of-Way Inspections RFQ pertain to work covered under right-of-way excavation permits which
cover impacts on existing public assets.)
Due to the level of technical understanding necessary to conduct construction observation inspections and testing,
the City is seeking partners to provide as-needed construction observation services on the City’s behalf for private
development projects conducted in Indianapolis. Partner(s) will be responsible for erosion and sediment control
inspection, construction observation, and testing services during the construction of storm water infrastructure and
transportation infrastructure (driveways, streets, sidewalks, gutters, and curbs). It is desirable for the potential partner
to be capable and knowledgeable in both stormwater and transportation infrastructure scopes; however, it is not
required, and should not hinder firms from responding to this RFQ in regard to one of the components and not the
other.
This is a qualifications-based selection; submission of qualifications does not guarantee selection or award of work. It
serves only as a notice of interest and proposal of potential approaches. Pricing will not be requested as part of the
Statement of Qualifications.

2. Background
Program Background
DBNS is the permitting and inspection authority for construction projects in the City of Indianapolis and utilizes both
staff and consultants to complete inspection processes. The stormwater & infrastructure team includes eleven (11) in-
house staff members. Compliance inspectors and contracted inspectors work in tandem to conduct approximately
7,000 inspections each year. Project compliance analysts review permit applications and coordinate with City
stakeholders to issue permits for development on private parcels where infrastructure will connect into City
systems. Staff inspectors conduct inspections of projects to determine whether construction is being
accomplished in a manner compliant with regulations and laws. Contracted inspectors complete construction
observation inspections during installation of new stormwater drainage and transportation infrastructure, as well as
confirming that appropriate erosion and sediment control measures are in place at sites they visit. The primary
function of the consultant inspection firms is to provide construction observation, inspection, and testing of stormwater
drainage and transportation infrastructure to ensure function and longevity of infrastructure assets.
Upon assignment of a project, consultants are responsible for completing routine construction observation and
inspections of infrastructure installation and site conditions, coordinating with City staff, and providing real-time project
updates via electronic communication and DBNS’ case management software.
Program Objectives
The goal of inspections, and specifically of construction observation, is to ensure that new stormwater drainage and
transportation infrastructure installed under private contract whether it will be accepted as a public asset, or simply
connect to and therefore impact public assets is installed in compliance with regulations and technical
specifications, so that it functions well for a long time. Construction observation and inspection along with the
resulting documentation provide a means of documenting infrastructure assets, operations and maintenance
responsibility for those assets, and provides a record of existing assets for future construction and development
purposes.
3. Anticipated Scope of Work
Consultant will be responsible for providing erosion and sediment control inspection, construction observation,
and testing services during the construction of storm water infrastructure and/or transportation infrastructure
(driveways, streets, sidewalks, gutters, and curbs). These services pertain to new infrastructure permitted under
street or driveway permits during development on private parcels. Inspections and testing contracts are considered
pass-through contracts, and the consultant is required to communicate with both the project manager/property
owner and DBNS staff. The anticipated scope of work includes:
Maintaining a thorough understanding of permitted scope, construction schedule, plans, specifications,
and applicable conditions for all assigned projects, and observing construction for compliance with
respect to listed provisions
Serving as the subject matter expert on infrastructure installation standards, specifications, and best
practice
Documenting inspections and testing of infrastructure throughout the course of each assigned project
Completing as-builts and closure documentation for each assigned project
The scope of inspection and testing for drainage infrastructure includes:
Bedding and backfill of storm water pipes and structures
Installation of manholes

Installation of both temporary and permanent Best Management Practices (BMPs)
o Confirm initial installation of temporary BMPs within 5 business days of construction
commencing
The sizing and materials of piping, fittings and valves
Sub-grade for horizontal and vertical alignment for compaction
Rough and final grading of swales, ditches, and retention/detention facilities
Compliance with requirements for erosion and sediment control and pollution prevention practices in
accordance with the Construction Stormwater General Permit
Testing results for all tests required for post-construction Best Management Practices and storm water
facilities as outlined in the DPW Storm Water Manual
Inspection and assessment of existing post-construction Best Management Practices in the City’s
private stormwater BMP inventory outside of active construction
The scope of inspection and testing for transportation infrastructure inspection includes:
Rough and final grading of site
Sub-grade materials and compaction
Pavement materials and thickness
Compliance with requirements for erosion and sediment control and pollution prevention practices in
accordance with the Construction Stormwater General Permit
Curb installation in accordance with plans, standards and specifications
Gutter installation in accordance with plans, standards and specifications
Sidewalk installation in accordance with plans, standards and specifications
Street installation in accordance with plans, standards and specifications
Testing and sampling of systems and materials in accordance with the Indiana Department of Transportations
(hereinafter “INDOT”) and the American Public Works Association to determine whether the project is proceeding
in accordance with approved plans, specifications, and regulations of the City and INDOT.
Standards, specifications, and testing requirements can be found in City of Indianapolis ordinance (561, 645, 691,
740-744) and regulation, including the DPW Stormwater Design and Construction Manual, DPW Transportation
Section Standards Manual, DPW Technical Specifications, DPW Design Memos, and the DMD Subdivision
Control Ordinance.
Responses should specifically address a respondent’s experience with each scope, ways in which the respondent
has performed similar services for other clients in the past, and propose models of work for how such a working
partnership could be structured.
Respondents should indicate the number of active projects they have the capacity to accept at a given time for
the duration of the agreement.
Cost information should be assembled in a separate Cost Proposal document, to be provided to the Department
of Business and Neighborhood Services upon request only after qualification is determined. Any Vendor
submission of compensation/costs without the request of the Department will cause your submittal to be rejected.
4. Submission Requirements
All submittals must include the following:

Organization name, contact name, address, phone number, and email address. The cover letter
should document the organization’s capacity and intent to proceed without delay if selected for
this work.

4.2. Qualifications Criteria
General Information Responses to this portion should total no more than five (5) pages.
Description of the organization & team.
Organizational chart with names and titles.
Special certificates and/or licenses held by the organization.
Team Experience and Qualifications Responses to this portion should total no more than five (5)
pages.
Detail each team member’s role on this project.
Firms must have a minimum of two appropriately qualified inspectors to perform the
services selected.
Inspection teams must be supervised by a licensed professional engineer.
Inspectors must be qualified by educational degree and/or certification to inspect
drainage and/or transportation infrastructure.
To be qualified for inspection of drainage infrastructure, inspectors must
have a construction observation certification or engineering degree and a
stormwater certification.
Pre-approved certifications that meet the stormwater
certification requirement include Certified Erosion,
Sediment and Stormwater Inspector (CESSWI), CISEC, or
CPESC credentials from EnviroCert International, Inc or the
NPDES Institute MS4CECI; equivalents approved by the
City in writing will also qualify.
Pre-approved certifications that meet the construction
observation certification requirement include Certified
Public Infrastructure Inspector credentials through the
American Public Works Association or the Construction
Observation Course through Indiana Water Environment
Association; equivalents approved by the City in writing will
also qualify.
To be qualified for inspection of transportation infrastructure, inspectors
must have a construction observation certification or an engineering
degree and an INDOT Certified Technician qualification.
Pre-approved certifications that meet the construction
observation certification requirement include Certified
Public Infrastructure Inspector credentials through the
American Public Works Association or the Construction
Observation Course through Indiana Water Environment
Association; equivalents approved by the City in writing will
also qualify.
Inspectors qualified to inspect transportation infrastructure
who also hold stormwater certifications are preferred.
Office and staff local to the Central Indiana region is preferred.
4.3. Relevant Organizational Experience
An outline of experience in performing similar services for each service, as described in the
Anticipated Scope of Work, your firm wishes to provide. NOTE: A statement of interest is not
required for each service. Responses to this portion should total no more than five (5) pages.
The outline should include examples that demonstrate the firm’s relevant experience
and qualifications.
