1.0 DESCRIPTION:
The Department of Health and Human Services (HHS), National Institutes of Health (NIH), Office of the Director (OD), Division of Program Coordination, Planning, and Strategic Initiatives (DPCPS), Office of Strategic Coordination (OSC), intends to procure IT services for 6 months, on a sole source basis to maintain and enhance the Common Fund OSC Share Point site and its sub-sites, the Strategic Initiatives Database budget site and the Common Fund Budget Tracking Database (CFBTD) from LCG Systems, LLC, at 6000 Executive Blvd, Suite 410, Rockville, Maryland, 20852.
OSC oversees the NIH Common Fund, which supports research in areas of emerging scientific opportunities, rising public health challenges, and knowledge gaps that deserve special emphasis that would benefit from strategic coordination and planning across the NIH Institutes and Centers (ICs). Members of Working Groups (WGs) administering Common Fund programs are located throughout the 27 ICs. Providing a web-based, collaborative workspace for WGs to access Common Fund guidance and programmatic information and a database for budget information is essential for program implementation.
This acquisition is for a six-month bridge contract to ensure continuity of critical services to support ongoing Common Fund operations and Office of the Director mission requirements, while a competitive procurement is prepared.

The publicizing of this notice is in accordance with Revolutionary Federal Acquisition Regulation (RFO) 5.101(a). This will be done as a modification under the current contract HHSN316201200155W/75N98021F00004, based on the Contracting Officer’s determination that only one source is available to meet the Government’s requirements due to the urgent need for operational continuity and the technical risks associated with transitioning to a provider within the required timeframe. The applicable North American Industry Classification System (NAICS) code is 541512 – Computer Systems Design Services, and the associated small business size standard is $34 million.
2.0 UNIQUE QUALIFICATIONS OF THE CONTRACTOR
LCG Systems, LLC is the incumbent contractor supporting NIH OSC under Contract No. HHSN316201200155W/75N98021F00004, which expires August 30, 2026.
Due to the significant delays caused by staffing reductions and process changes, the full and open competition of the recompeted contract will not be in place before the contract ends. LCG Systems is uniquely qualified for this work, because they are the incumbent contractor who currently develops and manages the Common Fund’s SharePoint. As the incumbent contractor, LCG Systems has developed an operational and technical understanding of the Common Fund's SharePoint environment that cannot be replicated by an alternative provider within the required timeframe. LCG has deep familiarity with the Common Fund's SharePoint architecture, including custom configurations, site collections, workflows, integrations, and interdependencies that are not fully documented and cannot be transferred through written artifacts alone in the timeframe needed.

For the reasons detailed above, LCG Systems, is uniquely qualified to serve as the bridge contractor for Common Fund SharePoint development and management services during the re-compete period. The cost, time, and operational risk associated with transitioning to an alternative provider within the available timeframe would be disproportionate to the duration and value of the extension, and would not serve the best interests of the Government.
3.0 RESPONSE INSTRUCTIONS
This notice is not a request for competitive quotations. However, all responsible sources may submit a capability statement, which will be considered by the agency. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow the Office of Mission Acquisition Solutions (OMAS) to determine in the party can fulfill the requirement. All responses must be sent via email to Whitney Monkam, Contracting Officer at whitney.monkam@hhs.gov by no later than 9:00AM EDT on June 09, 2026. A determination by the Government not to modify the current award is based upon responses to this notice is solely within the discretion of the Government.
