Description

The U.S. Army Corps of Engineers (USACE), Pittsburgh District, has a project to renovate the Neville Island Area Office at Neville Island Area Office; 3510 Grand Ave, Pittsburgh, Pennsylvania 15225. The site may be reached from state and local roads and streets. The general description of the work is to furnish all equipment, labor of work, supervision, and materials necessary to complete the work as shown and as specified. The work includes demolition of interior partition wall, relocation of electrical and telecom outlets, and installation of a new 6” exposed, gypsum board finished bulkhead; demolish and terminate telecom and electrical outlets on masonry wall, fur out wall, and install new gypsum wall board; replace carpeting, vinyl floor tile, cove base and floor transition throughout the corridors, reception/administrative area, offices, conference room, kitchenette, file storage room, copy storage room, and vestibules; replace acoustical ceiling tiles in identified areas; replacement of fluorescent lighting fixtures with LED lighting fixtures; install new window as indicated. These items shall include all other work required to complete the work as specified herein. The Contractor shall perform all work as indicated in the specifications utilizing the best standards of performance and construction for the respective trades. The Contractor shall utilize personnel who are thoroughly trained and familiar with the indicated requirements and the methods needed for proper performance of work. The Contractor shall coordinate construction to ensure uninterrupted progress and to provide an accurate fit between the works of all trades. The Contractor shall provide all equipment and materials necessary to complete the work as shown and as specified.



The work shall be completed within 120 Calendar Days after written Notice to Proceed (NTP). Per FAR 36.204(c), the Magnitude of Construction is between $100,000.00 and $250,000.00.



This acquisition will be procured as a 100% Small Business Set-Aside. One (1) Firm Fixed-Price Award will be issued for any resultant contract. All responsible Quoters are encouraged to participate. The Request for Quote (RFQ) will be issued on, or about, 29 December 2025 through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov. Therefore, requests for hardcopies of the Solicitation will not be honored.



The North American Industrial Classification System (NAICS) for this procurement is 236220 – “Commercial and Institutional Building Construction” and the Small Business Size Standard is $45,000,000.00.



In order to submit a Quote on this project, your company must-

1) Be registered in System for Award Management (SAM) and maintain an active

registration status.

2) Be registered in the Procurement Integrated Enterprise Environment (PIEE)

for the Solicitation Module with the PROPOSAL MANAGER role.
