ADVERTISEMENT FOR QUALIFICATIONS/PROPOSAL
The City of Hinesville is seeking Statement of Qualifications and Proposals from
Qualified Firms for Construction Management at Risk Service, for the Expansion and Upgrade
of its Water Reclamation Facility (WRF). Sealed Statement of Qualification and cost proposals
will be received by the City of Hinesville located at City Hall, 115 East M.L. King Jr. Drive,
Hinesville, GA 31313, on February 4, 2026, until 2:00 (p.m.) local time for the expansion and
upgrade of the WRF from 2.0 MGD to 4.0 MGD, plus upgrade of the current facility.
The work to be performed consists of furnishing all labor and materials to complete the WRF
expansion from 2.0 MGD to 4.0 MGD, Upgrade of the current 2.0 MGD facility and installation
of 20,000 LF of 24” Force main through Ft Stewart to the Taylors Creek discharge pipe. More
specifically, the project will consist of replacement of the current WRF headworks, placement of
SBR equipment in current tankage, installation of a parallel cloth filter, UV system upgrade and
multiple pumping stations.
The Solicitation Package is open to electronic public inspection at the City of Hinesville
City Hall, 115 East M.L. King Jr. Drive, Hinesville, GA 31313, Dodge Construction Network
and ConstructConnect Planning Rooms. An electronic copy of the Solicitation Package may be
obtained by contacting Simonton Engineering, LLC., admin@simontoneng.com, 1050 Parkside
Commons, Suite 101, Greensboro, Georgia 30642, (706) 454-0870, and by depositing a non-
refundable Fifty Dollars ($200.00) for electronic (PDF) copy off the solicitation package. Paper
copies are not available.
Each Firm must prequalify for submittal by completing a “Statement of Proposer’s
Qualifications" form supplied by the Engineer. Submittals will be accepted from prequalified
bidders only.
Submittals must be accompanied by a certified check or bid bond in an amount equal to
at least five percent (5%) of total amount of the Proposal Amount.
No Proposal may be withdrawn for a period of ninety (90) days after the closing time
schedule for receipt of bids.
The Owner reserves the right to accept or reject any or all bids and to waive informalities.
Award of the contract, if it is awarded, will be to the lowest responsible bidder.
A mandatory pre-proposal meeting will be held at Hinesville City Hall, 115 East MLK Jr
Drive, Hinesville, Ga on January 14, 2026, at 11:00 (a.m.)
The M/WBE GEFA and City goal for this project is 4% MBE and 4% WBE, for a
total M/WBE participation of 8%. All M/WBE documents must be submitted in the
Statement of Qualifications envelope.

Plans and Specifications must be obtained no later than five (5) working days
before the bid date. No exceptions.
