This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR part 12 (RFO). This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation #140L3726Q0083 is issued as a Request for Quotes (RFQ). This RFQ is being issued as a total set-aside for small business. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Description: The Department of the Interior (DOI), Bureau of Land Management (BLM) Idaho, Owyhee Field Office (OFO) has a requirement for vegetation management services to create fuel breaks along existing road systems in Owyhee County. Details of this requirement can be found in the attached Statement of Work (SOW), along with the SODA Vicinity Map and DOL Wage Determination.

Period of Performance: 9/12/2026 - 11/14/2026
Location: The SODA project area includes areas south of Marsing and Murphy, ID along the Owyhee front and several roads in and around Reynolds, Idaho. Please refer to the attached SODA Vicinity Map for details.

The BLM intends to award a firm fixed-price contract resulting from this RFQ using the lowest price technically acceptable (LPTA) source selection method. In order to be considered technically acceptable, the vendor must demonstrate technical capability and capacity to complete the required work in accordance with the SOW and have satisfactory past performance.
In accordance with FAR Part 12 (RFO), offerors must include the following information with your quote submission:
1.        Technical Capability (Ability to meet the specifications in the SOW - no longer than 5 pages).
2.        Relevant Experience (2 projects ongoing or completed in the past 5 years)
3.        Pricing
Note: Any contractor submitting a quote must be registered and active in the System for Award Management (SAM.gov) at the time of submission and potential award.
