(Owner) is requesting Bids for the construction of the following Project:
Mathison Force Main Re-Route

Bids for the construction of the Project will be received electronically by the City of Panama City Purchasing Division, until September 16
th
, 2026 9:00am CT. At that time, all Bids received will be publicly opened and read at City Hall Lower-Level Room 010 located at 501 Harrison Avenue, Panama City, FL 32401.
The Project includes the following Work:
The project includes rerouting the existing sewer force main between the Mathison and FDOT properties to Hwy 390, extending north along the west side, crossing under Hwy 390 at the intersection of Florida Avenue, and connecting to an existing sewer manhole. This project involves approximately 2,400 linear feet (LF) of 4” force main sewer main, associated fittings, and site restoration work.
The Project has an expected duration of 90 days.
Obtaining the Bidding Documents

Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing office. Addenda, if any will be emailed to plan holders and will be available in a pdf format on the Bonfire Portal:

The City shall not be liable for any costs incurred by any bidder in connection with its response to this Invitation to Bid.
The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.
The City of Panama City reserves the right to waive any minor informalities in the solicitation documents, to postpone the bid opening, to accept or reject any and all Bids, competitive or otherwise, in whole or in part, and to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Bid, to obtain new Bids, to readvertise for new Bids, or to abandon the project in its entirety pursuant to the applicable section of the Florida Statutes, the City Charter, the City codes, this ITB, and/or the City’s purchasing policies as they may deem to be in the best interest of the City.
Non-Mandatory Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on August 26

, 2026 at 11:00 AM in Room 10 of City Hall located at 501 Harrison Avenue, Panama City, Fl 32401. Attendance at the pre-bid conference is encouraged but not required.
