Background:

Project Background
The End Tuberculosis (TB) Tajikistan Activity is based in Dushanbe, Tajikistan, and funded by the United
States to advance evidence-based solutions to increase early TB detection, improve treatment access and
cure, and halt the cycle of transmission to prevent TB and drug-resistant TB. To achieve these overarching
aims, the End Tuberculosis Tajikistan Activity will implement a locally-led, people and community-centered
care model to reach every person with TB, enhanced by digital technology and strategic innovations to
improve TB systems and services. This five-year activity will reach all health system levels to support the
Government of Tajikistan’s goal to end TB.
Purpose of the Request:
Within the End TB Tajikistan Activity, FHI 360 is soliciting bids from qualified vendors for supply and
delivery of laboratory reagents and consumables for EQA panel preparation. Procuring the necessary
components for EQA panel preparation is essential for strengthening the national TB diagnostic network,
ensuring accurate and timely detection of TB and drug resistance, and enabling the NTP to maintain
compliance with international quality standards.
To ensure the accuracy, reliability, and overall quality of tuberculosis (TB) diagnostics nationwide, the
National TB Program (NTP) must implement a robust External Quality Assessment (EQA) system for both
GeneXpert and culture laboratories. FHI 360’s support in procuring the required components for EQA panel
preparation. Procuring the necessary components for EQA panel preparation is essential for strengthening
the national TB diagnostic network, ensuring accurate and timely detection of TB and drug resistance, and
enabling the NTP to maintain compliance with international quality standards. FHI 360’s support will fill

critical resource gaps, build sustainable national capacity, and directly contribute to improved TB control
outcomes in the country.

General requirements:
• Goods included in this RFQ must be accompanied by a Certification confirming the origin and quality
• Expiration period for the supplies: at least 80% of the expiration date at the date of delivery;
• Incoterms – DDP Dushanbe;
• Delivery time of the goods: not more than sixty (60) days once the agreement is signed;
• Place of delivery of the goods: 48 Aini Street, Dushanbe, 734000 Sozidanie Business Center, block B,
4th floor, Republic of Tajikistan.
• Cost of goods must include all expenses of the vendor: freight, taxes, customs fees and quality control;.
• Payment: within 15 working days after the actual delivery of the goods and the signing of the invoice
and handover act by both parties, by bank transfer to the vendor’s bank account.
Order of delivery of the goods:
• Unpacking and inspection of the appearance of the goods and packs for the absence of external damage;
• Inspection of the relevance of goods supplied to the requested technical specifications;
• Checking the expiration date of the goods;
• Drafting the act of transfer and acceptance of goods;
Qualification requirements:
• Availability of samples is similarly requested in this RFQ.
• At least two (2) years of experience in the supply of goods similar to those requested in this RFQ.

REQUEST FOR SUBMISSION
1. Financial proposal should contain price per unit and total price in USD delivery, payment terms, and
expiration period for the requested supplies. The quotation validity period should be thirty (50) days.
Prices must be quoted, including shipping and packaging costs.
2. VAT and other taxes: Please include VAT and other taxes in quotation.
RESPONSE DEADLINE & FORMAT
• Responses to this RFQ should be submitted by email to procurement.TB.TJ@fhi360.org with the
Subject line: “RFQ TB-26-001 “Supply of laboratory reagents and consumables”
• Responses must be received no later than April 22, 2026, 5:00 PM Dushanbe time. Proposals
received after this date and time may not be accepted and shall be considered non-responsive.
• Clarificatory questions will be accepted until April 21, 2026, and should be submitted only by e-
mail to procurement.TB.TJ@fhi360.org
EVALUATION.
Quotations will be evaluated based on the following criteria:

✓ Delivery Schedule (20%)
✓ General requirements (30%)
CONTRACT MECHANISM
One-time Delivery Agreement and Purchase Order with a fixed price terms in USD will be concluded with
the supplier whose proposal most closely matches the requirements described in this request.
RESERVED RIGHTS
All RFQ responses become the property of FHI 360, which reserves the right in its sole discretion to:
• To disqualify any offer based on the offeror’s failure to follow solicitation instructions.
• Extend the time for submission of all RFQ responses after notification to all offerors.
• Award only part of the activities in the solicitation or issue multiple awards based on solicitation
activities.
• FHI 360 will not compensate vendors for the preparation of their response to this RFQ.
• Issuing this RFQ does not guarantee that FHI 360 will award a Delivery Agreement.
• FHI 360 shall not be obligated to order any minimum or maximum quantities of services or products
and assumes no commitment, financial or otherwise.
