NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that the Victor Elementary School District (“District”) will

receive up to, but not later than 1:00 p.m. on April 21, 2026, sealed bids for the award of

a contract for:

Roofing at Liberty

Sealed bids will be received at Victor Elementary School District, 12219 Second Avenue,

Victorville, CA 92395 and shall contain one original copy. This package must be clearly

labelled “Bid # 25-008 Playground Refresh” and include the legal name, address, Vendors

contract person, and a telephone number on the outside of the package. Bids shall be

delivered to the attention of Ashley Pele, Purchasing Manager, Victor Elementary School

District.

It is the sole responsibility of the Vendor submitting the bid to ensure that it is received by

the District prior to the deadline time and due time and at the proper location. Unless this

bid is extended by a written addendum, Bids received after 2:00 p.m. on the due date, will

not be considered and will be returned unopened. Only bids submitted on District forms

and in accordance with the instructions in this package will be accepted.

Bid documents will be available beginning on March 25, 2026 at the location specified

above, on the District’s website at www.vesd.net,or via email request to apele@vesd.net.

There will be a mandatory Pre-Bid Job Walk on April 9, 2026 at 9:30 am. Starting

location for the job walk will be Liberty School of Creativity and Innovation. Located at

12900 Amethyst Road. Victorville, CA 92392

As a condition of bidding and in accordance with the provisions of Section 20111.5 of the

California Public Contract Code, prospective prime contract bidders are required to submit

to the District proof of prequalification for the 2025-2026 calendar year OR a completed

prequalification questionnaire and financial statement. All prequalification packets are to

be submitted on Quality Bidders. All submissions must be completed by 4:00 p.m. on

April 8, 2026.

License Classification: Class C- 39

Each bid must conform and be responsive to this notice and all other documents

comprising the contract documents. All interested parties may obtain additional

information by contacting Ashley Pele, Purchasing Manager at apele@vesd.net. All

questions must be submitted in writing no later than 2:00 p.m. on April 14, 2026.

All forms must be completed, signed, and returned with the bid. No bidder may withdraw

its bid for a period of sixty (60) calendar days after the date set for the receipt of bids.

The District reserves the right to reject any or all bids, to accept or reject any one

or more items of a bid, or to waive any irregularities or informalities in the bid or in

the bidding process.

INTRODUCTION

1. BACKGROUND: The Victor Elementary School District (“District”) is a public school

district located in San Bernardino County, California. The contains 18 school sites

and 5 support facilities. The District is seeking flooring for multiple sites.

2. STATEMENT OF WORK: The purpose of this bid is to obtain quotes for roofing

repairs at Liberty Elementary, as detailed on the Specifications page, provided

below.

3. DISCRETION: Execution of the actions relating to this bid are solely at the discretion

of the District. The District shall not be obligated to purchase any services described

herein.

4. TERM: The contract term (“Term”) will commence on a date to be determined upon

award by the Board through October 1, 2026. The awardee(s) will be notified when

the recommendation has been acted upon and approved by the Board of Trustees of

Victor Elementary School District.

Any resulting contract may be canceled by the District at any time with a thirty (30)

day written notice.

The District makes no representations that an agreement will be awarded to any

prospective vendor responding to this Invitation for Bids.

5. REQUIREMENTS: All submitted bids must provide, at minimum, all requested

information contained within the bid package. Any portion not included in the bid may

be cause for a finding of non-responsiveness by the District. All information submitted

is to be considered public knowledge and will be subject to the California Public

Records Act or any other applicable laws. All forms listed under “Required Forms”

must be completed.

6. QUESTIONS: Any questions pertaining to this bid are to be directed via e-mail only

to Ashley Pele, Purchasing Manager at apele@vesd.net.

Questions must be received no later than 2:00 p.m. on April 14, 2026. Any

clarifications resulting from questions will be posted on the District’s website

as an addendum. It is the bidder’s responsibility to check the website to ensure

they have received all addenda issued for this bid. Questions received after 2:00

p.m. on April 16, 2026 will NOT be addressed.
