1. Introduction
1.1. Summary
The City of Ojai is seeking quotes from qualified suppliers/manufacturers for a project located at two
existing crosswalk locations on Ojai Avenue in the City of Ojai. The scope of work includes the
manufacturer and delivery of four solar powered rectangular rapid flashing beacon (RRFB) assemblies for
the two crosswalk locations (one assembly per side of each crosswalk). Additionally, the assemblies will
require the necessary pedestrian push button assemblies (either integral with the pole or on a separate
pole as shown on the Drawings. This solicitation is for the pre-purchased units. The City intends to provide
the assemblies to a contractor for installation that is already working for the City on a related project.
Quotes shall include all necessary signs, brackets, hardware, poles, beacons, solar panels, batteries, etc.,
to complete the assembly.
1.2. Background
The City of Ojai is located in northern Ventura County and consists of over 4 square miles. The City
population is approximately 8,000. The City is a general law city operating under the Council/Manager
form of government. The City Council is comprised of five elected members through district-based
elections, with one member serving as Mayor on an annual basis.
Ojai Avenue runs through the City and is the main street in town. It is also Caltrans right of way (State
Route 150). The City has several other locations that have crosswalks outfitted with RRFBs. The City Public
Works Department is in the process of obtaining an encroachment permit from Caltrans to outfit two
existing pedestrian crosswalks (Libbey and Montgomery) with RRFB assemblies. The City has a contractor
that is working on a paving project at numerous locations in town and intends to prepurchase these units
and have them installed (along with other hardscape improvements – accessible ramp upgrades, planter
island) by that contractor. The manufacturing and delivery timeline is critical to this project so that
information is required to be noted in this quotation request.

2. Project Details
2.1. Scope of Work
Rectangular Rapid Flashing Beacons (RRFB)
The City has two existing crosswalks that they want to install rectangular rapid flashing beacons (RRFB)s
for increased pedestrian visibility to motorists. One location is mid-block on Ojai Avenue (Libbey crossing)
and one is at the intersection of Montgomery and Ojai Avenue (Montgomery). The City has a contractor
that will install the assemblies and is seeking a manufacturer/supplier that can provide the assemblies
within the shortest timeframe. The City’s contractor will be responsible for unloading the equipment from
the delivery vehicle when the equipment arrives. Coordination of delivery times from the
manufacturer/supplier will be required. The RRFB equipment will be solar powered. There is no source
of power for the units nearby. Ojai Avenue through the City is Caltrans right of way and is State Route
150. The City is in the process of obtaining the Caltrans encroachment permit to install the equipment.
The permit will be in place by the time the bids are due for the equipment purchase. The
manufacturer/supplier will be required to provide technical support of the product during startup as
needed by the installation contractor.
Refer to Attachment A for information on the proposed location of the RRFBs and associated site
photos.
The Service Provider shall provide all labor, materials, tools, equipment, and safety gear necessary for
the fabrication of RRFB assemblies including the following tasks:
A. Provide manufacturers equipment material submittals for review by the Engineer.
B. Fabricate the accepted equipment.
C. Deliver the equipment to the City of Ojai Public Works yard (408 S. Signal Street, Ojai CA 93023).
D. Technical assistance/troubleshooting during startup.
Equipment and Material Submittals
A. Service Provider is responsible for the following:
1. Providing product submittals for review by the City.
2. Fabrication of the equipment.
3. Delivery of the accepted RRFB products.
4. Technical assistance during startup.
B. Manufacturer/Supplier shall furnish all submittals in searchable electronic PDF format. The term
"Shop Drawings," as used herein, shall include detailed design calculations, shop drawings,
fabrication and installation drawings, erection drawings, lists, graphs, operating instructions,
catalog sheets, data sheets, and similar items. It is anticipated that the Manufacturer/Supplier will
submit product specifications, equipment assembly instructions, material product certifications,

optional features, operation and maintenance instructions, and other documentation necessary
to complete the work.
C. If a submittal is returned marked "APPROVED," "ACCEPTED," or "NO EXCEPTIONS TAKEN," no
formal revision or resubmission will be required.
D. If a submittal is returned marked "REVISE & RESUBMIT," the Manufacturer/Supplier shall make
the necessary changes and resubmit for review.
E. If a submittal is returned marked "REJECTED - RESUBMIT," the Manufacturer/Supplier shall
make the necessary changes and resubmit for review.
F. Fabrication or procurement of any item may only commence after the City has reviewed the
relevant submittals and returned them marked "NO EXCEPTIONS TAKEN," "APPROVED,"
"ACCEPTED," or "MAKE CORRECTIONS NOTED." Corrections indicated on submittals shall be
considered necessary to meet the requirements of the contract and shall not constitute
justification for claims of extra work.
G. The City's review of submittals does not relieve the Manufacturer/Supplier of full responsibility
for the accuracy of details and dimensions. The Manufacturer/Supplier shall assume all
responsibility and risk for any misfits due to errors in its submittals. The Manufacturer/Supplier is
responsible for all dimensions and the design of adequate connections and details.
Notification
Manufacturer/Supplier shall notify the City's Project Manager at least 72 hours before equipment is to
be delivered. Manufacturer/Supplier is required to provide equipment fabrication updates to the City’s
Project Manager every two weeks.
